Manager, Finance and Comptroller
The Middlesex-London Health Unit (MLHU) has an exciting opportunity for a full-time Manager, Finance and Comptroller, reporting to the Associate Director, Operations and Privacy Officer. The Manager, Finance and Comptroller, manages the day-to-day operations of the Finance department and includes Accounts Payable, Accounts Receivable, Cash Management, General Accounting, Budgeting and Variance Analysis, and Payroll/Benefits Administration.
The successful candidate will complete duties including, but not limited to:
Ensure timely processing of Accounts Payable and Accounts Receivable. Collaborate with the Procurement & Operations team to manage vendors.
Ensure timely reimbursement of employee expenses.
Review and approve weekly cheque runs and/or EFT requests.
Manage cash including review and approval of weekly bank deposits, prepare cashflow schedules, complete monthly bank reconciliation with required journal entries, and maintain and enhance internal controls for cash handling.
Manage the chart of accounts, prepare government remittances for HST and other withholding taxes; and reconcile balance sheet accounts monthly.
Review and evaluate current processes for efficiency, accuracy, and integrity to identify cost savings, ensure timely and accurate reporting, and educate others to increase financial awareness.
Manage year end audits and prepare related financial statements for approval.
Prepare financial reporting to various funding agencies and CRA and ensure internal reporting reconciles to the GL.
Approve payroll and monthly analysis of the Payroll Clearing Account, develop and approve high level reporting to ensure data integrity, and enhance internal controls to include segregation of duties.
Mentor staff to maintain a high-performance team and ensure optimum staffing and redundancy to meet the needs of the department.
Develop the annual budget, collaborate with managers to prepare accurate forecasts, monitor variances, analyze funding needs, and provide guidance on resources allocation and cost management.
Contribute to a positive work environment, working collaboratively with others, recognizing the strengths and contributions of others, and establishing positive and constructive internal and external working relationships.
Create and maintain a positive and safe workplace culture and team environment.
Assist the Associate Director, Operations and Privacy Officer where necessary.
QUALIFICATIONS:
Active membership with CPA in good standing (Chartered Professional Accountant).
5 years’ experience in accounting, which includes a minimum of 2 years’ leadership experience. Public sector experience is an asset.
Budget management, decision making, quality assurance and operational planning skills, with the ability to manage multiple priorities within tight deadlines
Excellent oral and written communication skills with demonstrated interpersonal skills and ability to exercise tact in relating to all levels of staff, external partners and the public.
Excellent computer and analytical skills including advanced Excel.
Experience with Microsoft Dynamics (Great Plains) is an asset.
Demonstrated experience in leading teams required. Working in a unionized environment is an asset.
Exercise discretion when dealing with sensitive and confidential issues.
Ability to work independently while also motivating and directing a team.
Skills and knowledge to work with an increasingly diverse population, has knowledge of health inequities.
Exceptional attention to detail, organizational abilities and time management skills.
Manage multiple priorities with highly developed problem-solving skills.
The annual salary for this position ranges from $108,850.74 to $127,645.88 based on qualifications and experience.
