- Coordinate the design and development of multi-year detailed operating budget application for Fraser Health (FH).
- Develop project specifications and work plans by working with key stakeholders to identify system requirements for business operations and budgeting.
- Develop and review a variety of sensitive costing scenarios including the impact of the contracting out of services or tentative changes to the collective agreements for use by the Executive Team or Ministry of Health in decision making.
- Assist the Manager, Corporate Financial Planning, Forecasting & Reporting in determining appropriate recommendations.
- Provide advice, interpretation and resource support to Finance in the application and use of the budgeting system.
- Provide leadership in the design, development and implementation of budget reporting systems.
- Work with key stakeholders to resolve problems, provide technical advise, training, and monitors project status to ensure work is completed within the project plan.
- Compile and review staffing costs for annual budget development, including wages, increments, qualification, on-call and benefit entitlements, by obtaining data from the payroll system.
- Provide leadership in the design and development of reports utilized for performance measurement of business units by obtaining/compiling data for the development of ad hoc reports for inclusion in the FH Quarterly Report and Three Year Operating Plan document.

Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Provides functional application support for an assigned area to meet the strategic business and decision-making needs of end users; provides leadership, guidance, support and training in relation to the systems; develops solutions to operational issues arising out of the systems and considers the business implications of applying information technology within an assigned area through research, fact-finding and understanding of applicable business and financial systems; participates in developing the scope and objectives of an assigned business system; provides project management and leadership to ensure implementation, ongoing enhancements, training and support for these applications is provided to the Corporate Financial Planning, Forecasting & Reporting team and the Business and Client Services team.
Responsibilities

- Develops a variety of small and medium sized applications to improve workflow, efficiencies and effectiveness by consulting with key stakeholders, conducting needs analyses, determining application code specifications, performing system testing, documenting program development and providing user training; follows up with users with the goal of producing timely enhancements and incorporating available new functionality and new technology.
- Performs detailed financial analyses by reviewing data for reasonableness, identifying anomalies and making period/annual comparisons with interpretations of variances; prepares reports of findings and takes appropriate corrective action.
- Ensures the integrity of the budget system by developing an audit trail of budget changes and maintaining a detailed continuity schedule of budget adjustments.
- Acts as a resource to the Finance team to increase the efficiency and effectiveness of the department by providing direction and advice on ways to address departmental needs and goals through improved use of automation, systems and technology.
- As a member of the Corporate Financial Planning, Forecasting and Reporting team, develops and maintains effective working relationships with other Finance team members.
- Participates on internal and external committees, as assigned.
