Job SummaryPosition Highlights:
Join our team as a Manager Capital, Equipment Planning and Acquisition where you will lead the planning, management, budgeting, and oversight of capital equipment purchases, ensuring effective monitoring and execution of capital funding.
Key areas of responsibility include:
- As a member of the Capital portfolio team, manages the operations of Capital Equipment Planning and Acquisition Services by developing short- and long-range service goals and objectives.
- Assists in the development of goals and objectives for the Capital Portfolio; ensures the financial management of the service including budget preparation, and the authorization, control, monitoring and reporting of expenditures.
- Ensures that capital equipment approvals achieve anticipated outcomes as they relate to the scope, schedule, and budget of the original approval.
- Provides guidance and assistance throughout the life cycle of equipment including needs analysis, financial planning, purchase and acquisition, installation and maintenance, utilization, and disposal; problem solves with users and provides education to users where appropriate.
- Prepares the annual multi-year capital plans for the Fraser Health, and prepares appropriate submissions of such capital by developing, implementing, maintaining and enhancing a capital equipment planning process for the Fraser Health.
- Works closely with customers to identify and determine equipment needs. Provides consultation, information and advice on equipment utilization, and assists with cost reduction initiatives.
- Liaises with Foundation and Auxiliary staff to exchange information and to address issues related to capital asset acquisition.
- Consults with management and Foundation/Auxiliary staff to identify equipment requirements and priorities, to develop and implement acquisition strategies and/or to participate in capital equipment selection and/or expenditure decisions from donated funds.
- Serves on Equipment Review Committee(s). Serves as a resource to the Committee(s) regarding the Capital Planning Process. Solicits input from the Committee(s) during the Planning Process for the preparation of the capital plans.
- Develops, recommends and implements appropriate policies and procedures, assuring compliance with regulatory requirements.
- Manages designated staff.
- Performs other related duties as required.

The Manager Capital, Equipment Planning and Acquisition is responsible for the management and operation of capital equipment planning and for monitoring the status of capital purchases, in cooperation with program and support managers and department heads. Develops and maintains the capital equipment asset management system. Fosters a Fraser Health perspective, building and maintaining strategic business partnerships, and promoting and facilitating innovation in capital resource management. Liaises with Planning and Facility Operations, Materiel Management and Biomedical Engineering to ensure the development of capital plans and acquisitions for the Fraser Health.
Responsibilities
- As a member of the Systems and Capital portfolio team, manages the operations of Capital Equipment Planning and Acquisition Services by developing short and long range service goals and objectives; assists in the development of goals and objectives for the Systems and Capital Portfolio; ensures the financial management of the service including budget preparation, and the authorization, control, monitoring and reporting of expenditures.
- Manages designated staff by selecting, monitoring and when necessary, disciplining staff, developing and implementing appropriate staff training, development and retention plans.
- Develops, recommends and implements appropriate policies and procedures and systems for the service, simplifying workflow, and assuring compliance with regulatory requirements. Problem solves with users and provides education to users where appropriate.
- Ensures that capital equipment approvals achieve anticipated outcomes as they relate to the scope, schedule, and budget of the original approval; ensures that the appropriate adjustments are made throughout the process.
- Assists in the development and maintenance of the Systems and Capital Service's Quality Program.
- Prepares the annual multi-year capital plans for the Fraser Health, and prepares appropriate submissions of such capital by developing, implementing, maintaining and enhancing a capital equipment planning process for the Fraser Health.
- Works closely with customers to identify and determine equipment needs. Provides consultation, information and advice on equipment utilization, and assists with cost reduction initiatives.
- Maintains up-to-date knowledge and understanding of current and emerging issues, trends, policies and practices in capital equipment technology; promotes best practices and advancements in equipment planning, acquisition and maintenance.
- Investigates opportunities and initiates projects to standardize equipment and related supplies. Coordinates and provides leadership in the assessment and introduction of equipment related processes and technology.
- Liaises with Foundation and Auxiliary staff to exchange information, and to address issues related to capital asset acquisition.
- In collaboration with the Manager, Capital Accounting and Financing Services, consults with management and Foundation and Auxiliary staff to identify equipment requirements and priorities, to develop and implement acquisition strategies and/or to participate in capital equipment selection and/or expenditure decisions from donated funds.
- Ensures that Capital Control Numbers are issued and maintained to ensure control over approved capital acquisitions. Ensures communication of the control numbers to purchasing, manager responsible for equipment request, capital accounting and others as appropriate.
- Serves on Equipment Review Committee(s). Updates the Capital Plan as appropriate. Serves as a resource to the Committee(s) regarding the Capital Planning Process. Solicits input from the Committee(s) during the Planning Process for the preparation of the Plan.
- Monitors Capital Budgets by comparing actual expenditures to budget amounts. Identifies, investigates and reports on any variance.
- Develops and maintains asset management system for the Fraser Health.
- Participates on internal and external committees as required.
- Performs other related duties as required.
QualificationsEducation and ExperienceDegree or Designation in a related discipline, seven years related experience, and completion of an accredited purchasing program or an equivalent combination of education, training and experience.
