Job Purpose / Summary Statement (Part 1)
Support Senior Analyst in performing core functions related to the enforcement of the Market Rules for the Ontario Electricity Market.
Conduct monitoring to assess electricity market performance; analyze market participant behaviour to assess possible breaches of the Market Rules and Reliability Standards or instances of Local Market Power; prepare reports as required. Assist in the creation of data models and queries using structured and unstructured datasets; apply analytics and visualization technics to derive key insights.
Assist in conducting audits and payment recoveries, as well as investigations of potential non-compliance with the Market Rules and Reliability Standards; conduct evidence gathering, analysis and maintenance; assist in assessing the impacts of market participant conduct and market events on market outcomes and grid reliability.
Support the IESO’s dispute resolution process, as it pertains to disputes arising specifically from MACD enforcement determinations and orders.
Job Purpose / Summary Statement (Part 2)
Job Description - Key Responsibilities (Part 1)
1) Assist in conducting audits and payment recoveries as well as investigations of potential non-compliance with the Market Rules and Reliability Standards.
2) Assist in conducting investigations of Local Market Power and associated conduct of market participants.
3) Assist in conducting major investigations of possible breaches of the General Conduct Rule, encompassing major market manipulation, exploitation, and deceptive and anti-competitive market conduct.
4) Assist in the preparation of formal Notices to market participants and the IESO, as applicable, ensuring that all MACD’s Market Rules-based requirements and obligations are met.
5) Conduct evidence gathering, analysis and maintenance.
6) Assist in implementing processes affording investigation and audit targets the opportunity to present views and representations to the VP of MACD.
7) Support in the identification and preparation of witnesses for potential litigation purposes.
8) Work as part of a multi-disciplinary team, including economists, lawyers, and engineers, to support drafting investigation and audit reports making recommendations regarding possible violations of the Market Rules and Reliability Standards as well as payment recoveries.
9) Support in assessing the impact of investigated conduct on market outcomes and grid reliability. Support the investigation team in making recommendations regarding applicable sanctions in respect of possible breaches of the Market Rules and Reliability Standards.
10) Assist in presenting findings and recommendations to support the VP of MACD's consideration of enforcement rulings, determinations and orders.
11) Conduct analysis and daily monitoring to assess the performance of the IESO-administered markets and grid, and the conduct of market participants; prepare reports, as required.
12) Assist in the creation of data models using structured and unstructured datasets and apply analytics and visualization techniques for the purpose of deriving key insights and “telling a story” with data.
13) Assist in maintenance of data catalogues and daily monitoring indices; ensure that the catalogues are kept current and notify/publish as required.
14) Support the department in the development of corporate frameworks, business processes, tools and/or procedures for monitoring, investigations, audits, and enforcement.
15) Coordinate with other MACD line units, staff and contractors in respect of mandated market monitoring, complaint intake, whistleblower referrals and other detection methods, for the purpose of identifying possible breaches of the Market Rules and Reliability Standards.
16) Support the IESO’s dispute resolution process, as it pertains to disputes arising specifically from MACD enforcement determinations and orders.

Education
Bachelor's Degree (e.g. BA, BSc)Education Details
Requires an academic background in engineering, economics, finance or business at a level to understand the technical/economic/legislative parameters governing the energy industry, the IESO-administered markets and the IESO-controlled grid.
Requires good written and oral communication skills, in order to prepare reports, develop training documents, and communicate effectively with all contacts at various levels of authority involved in accomplishing the work objectives.
This knowledge is considered to be normally acquired either through the successful completion of 4 years of university education in Engineering, Economics, Statistics or by demonstrating an equivalent level of knowledge through work or related experience.
Experience
Requires some experience in audits or methods of discovery, investigation of strategic behaviour in emerging competitive markets, which involves having good analytical and reasoning skills. Exposure to system and market operation practices and procedures, including legislation, resource utilization and system control techniques is also required.
Requires experience conducting statistical and/or analytical assessments and evaluations, particularly. Experience with analyzing large data sets, using statistical and/or econometric modeling techniques is preferred.
Requires knowledge of the legislative and regulatory parameters governing the Ontario electricity marketplace.
Exposure to a commercial environment is needed.
Requires some experience in electrical transmission, power system modeling and/or costing and pricing in a non-regulated environment and/or assessing a market for inefficiencies, design and structural flaws and /or behaviors of market participants.
Requires some experience with statistical and database software, desktop software applications, various PC-based data query and calculation tools.
Requires some experience with data collection, transformation, aggregation and analysis.
Requires some understanding and experience with one or more programming languages and computer system interfaces.
A period of over 4 years, up to and including 6 years is considered necessary to gain this experience.
Nature of Supervision Given to Others
Occasionally requires showing others (for example, students hired on a temporary basis) how to perform tasks or duties.
Internal Contacts
Contacts involve working with others in MACD in the solution of mutual or overlapping work or problems, and which require an employee to coordinate their work effort, or the work effort of their group, with that of others.
