About the Project
Trillium Rail Partners (TRP) is delivering the Design, Build and Finance (DBF) scope of Metrolinx’s Eglinton Crosstown West Extension (ECWE) — a 9.2-km light rail transit (LRT) extension with seven new stations, elevated guideways, and tunnels connecting Mount Dennis to Renforth Drive.
As part of our Systems Integration team, you’ll help ensure that the civil infrastructure (tunnels, guideways, and stations) integrates safely and efficiently with all rail systems — including track, traction power, overhead catenary, signaling, communications, and control systems.
Role Overview
The Community Engagement Manager is responsible for leading all public outreach and engagement activities throughout the design, development, and construction phases of the project. This role develops and implements communication strategies, fosters trust, and builds strong relationships with project partners, and community stakeholders within the project footprint. In addition to managing a small team, the Manager works hands-on to execute plans, engage communities, resolve issues, and collaborate cross-functionally across the project. The Manager will be a proactive, results-driven professional who thrives in dynamic environments and takes ownership from strategy through execution.
Responsibilities:
Develop and implement communication and engagement strategies aligned with project objectives and milestones.
Create and execute communication plans to deliver clear, accessible messaging to diverse stakeholders.
Build and maintain strong relationships with elected officials, residents, community groups, businesses, and other project stakeholders.
Lead and actively participate in community engagement activities, including construction notification and canvassing programs, public meetings, open houses, town halls, and working groups to ensure timely and transparent communication.
Prepare and deliver presentations and engagement materials such as notices, fact sheets, maps, videos, infographics, and other collateral. Translate technical information into clear, accessible language for public audiences.
Support crisis communications planning and execution.
Collaborate with internal teams (design, traffic, property, permitting, environmental, utilities, construction) to integrate community feedback into project planning and delivery.
Manage complaints tracking and resolution; ensure timely responses to community concerns.
Support stakeholder mapping, risk assessments, and feedback management; analyze and report on community input and recommend mitigation strategies.
Maintain document control and tracking.
Support editorial content development for client and parent company channels as required.
Manage a small team and oversee external agencies and suppliers as required.
Occasionally required to work beyond Monday to Friday and be available for crisis management and other planned or unplanned after-hours events or meetings.
Education & Qualifications:
Bachelor’s degree in communications, Public Relations or a related field.
5+ years of experience in communications, community engagement, stakeholder relations, or government relations, preferably in infrastructure, transit, or construction projects.
Proven experience managing a small team and delivering communications for complex projects with multiple stakeholders.
Cultural competency and experience engaging diverse communities.
Strong interpersonal, facilitation, and presentation skills; ability to communicate clearly and confidently, respond effectively to challenging questions, and engage audiences.
Excellent written and verbal communication skills; ability to adapt messaging for different audiences and channels.
Demonstrated editing and proofreading expertise.
Ability to manage multiple priorities in a fast-paced environment and work independently or collaboratively.
Highly proficient in Microsoft Office Suite; familiarity with Adobe Illustrator, ArcGIS, SharePoint, and document control platforms considered an asset.
Comfortable working in dynamic environments with changing priorities.
