Job Description: The Mobile Outreach Worker assists individuals and families who are seeking aid and assistance from The Salvation Army Winnipeg Centre of Hope. Location: 180 Henry Ave - Residential Services (5060) Status: Fixed Term Position reports to: Residential Services Supervisor from The Salvation Army Winnipeg Centre of Hope. Hours per week: (40 hours per week) Work Schedule: Mon, Tues, Wed, Thurs, Fri Shift: Day Time: 7:30am to 3:30pm ($19.00) per hour per shift Accountabilities: Maintains knowledge of legislative and TSA company policies such as Health and Safety Regulations, Provincial and Municipal highways traffic acts Promptly reports to the supervisor all accidents involving the vehicle, personal injury and or other damage Participates in outreach services such as wellness check, mapping homeless encampment locations and being attentive to holistic care. Maintains confidentiality and keeps accurate statistical records Refers individuals to the Salvation Army, government and community social service providers to coordinate resources for their benefit May direct and supervise volunteers, which may include on the job training Supports vulnerable persons in the community by providing emergency assistance and/or notifying appropriate authorities in accordance with policy Clarification of information (providing explanations, advice or guidance to others, occasional conflict diffusion) Makes contact with those experiencing homelessness, assessing their needs and connects them with the appropriate service Record and maintain statistical information Performs other duties as assigned CRITICAL RELATIONSHIP MANAGEMENT Governance Boards and Councils: None Internal: MU staff, Volunteers External: Government and community social service providers MANAGERIAL/Technical Leadership RESPONSIBILITY: Reports directly to: Residential Services Supervisor FINANCIAL AND MATERIALS MANAGEMENT: May use funds to purchase supplies for program Managing supplies received and distributed to ensure the right quantities distributed WORKING CONDITIONS: Periods of sitting and/or standing but has freedom and choice of regular movement (changing positions, stretching, going for break) as necessary, outside in inclement weather Requires climbing or walking over uneven or rough ground for moderate time periods on a regular basis Requires regular application of physical force to move/lift/transport such as thermal food storage containers and vehicle supplies. Requires stepping into and out of vehicle to obtain supplies and driving to determined route Approx. 80 – 90 % is out in the community, driving the program vehicle, safely handing out supplies such as water, coffee/cold drinks, weather-geared essentials, snacks, information on resources, etc. The incumbent may come in contact with people who are often angry, possibly violent and vulnerable Schedule is Sunday through Thursday; 7:30 p.m. through 3:30 a.m. The above responsibilities must be performed in keeping with The Salvation Army’s Mission, Vision and Values, in a professional manner, upholding our code of conduct. Education, Qualifications and Certifications: • Completion of high school diploma Experience and Skilled Knowledge Requirements Minimum one year of prior related experience, including frontline experience in a social service environment and a solid understanding of the issues surrounding homelessness Experience working in a social services environment with multi-barriered persons Have a solid understanding of the issues Marginalized individuals and families experiencing homelessness and vulnerable persons Must have Class 5 Driver’s License and acceptable Drivers Abstract Demonstrate effective interpersonal, organizational and time management skills Ability to identify sensitive issues and maintain confidentiality Must be sensitive to and respectful of cultural and lifestyle diversity Police Record Check with Vulnerable Sector Screening Adult Abuse Record Check Child Abuse Record Check Skills and Capabilities: Training in crisis intervention, conflict resolution and mediation skills is an asset First Aid and CPR certification is an asset Attention to detail, problem solving and analytical skills. Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility. Relationship building, actively engaging people where they are at Advocating clients by establishing a presence and rapport within the street community Becoming a known and trusted person within this community Must demonstrate a positive attitude towards the homeless and individuals with substance abuse and concurrent problems including mental health concerns Compensation: The target hiring range for this position is $0.00 to $0.00 with a maximum of $0.00.
