The National Police Federation is currently hiring a Labour Relations Officer Supervisor.
Overview of the Role: The LRO Supervisor (LROS) provides guidance, mentorship, and oversight to a team of LROs under their direct supervision. The LROS is an LRO, responsible for the duties in the LRO job description. In addition, the LROS is responsible for performance management within their LRO team. The LROS works with peers and the LRO Program Manager (LROPM) to share insights regarding the ongoing representation of Members with the President, staff, and Board of Directors upon request. The LROS will collaborate with peer LROS regularly to ensure consistency and excellence in the fulfilment of all the duties above.

Location: Remote working opportunity for a candidate in a major Canadian city (flexible to attend work in our National Office if the successful candidate resides in the National Capital Region).
Key Responsibilities:
Direct Representation of Members
The LROS is a Labour Relations Officer. As such, the LROS carries a percentage of a LRO caseload, as determined by the LROPM and reviewed from time to time.
Guidance & Supervision
The LROS directly supervises the work of their team to ensure consistency of service, accuracy of record keeping and proper use of NPF information systems, while encouraging LRO self-sufficiency and decision-making.
The LROS provides guidance, mentorship, advice, and direction to the LROs.
The LROS supports the learning and professional development of their team by observing abilities and performance and recommending PD opportunities to the LROPM.
The LROS is responsible for executing the NPF performance management process, ensuring that LRO evaluations and reporting are complete, fair, accurate, and timely.
The LROS makes recommendations to the LROPM regarding promotions and compensation using the NPF’s job classification and performance management system.
Advising & Consulting
The LROS advises the LROPM and Member Service Centre Manager (MSCM) on case file assignment to the LRO team.
The LROS advises the LROPM on program functionality, structure, resourcing, and funding.
The LROS consults regularly with the Legal Department on emerging issues, interpretations, and rulings on Members’ rights.
The LROS, via the LROPM, advises on trends and issues affecting the representation of individual Members, such that the President and Board of Directors are made aware of urgent or significant developments in a timely manner.
The LROS advises the LROPM regarding representation training requirements for staff and LARs.
The LROS consults with the LROPM on how to advise Members of emerging issues pertaining to representation, interpretation of the collective agreement and the other rights of Members.
Upon request of the Chairs, the LROS may serve as a member of the Grievance sub-committee of Collective Bargaining Committee, and the Conduct sub-committee of the Member Services Committee.
The LROS may receive requests from time to time to educate, train, guide, and support LARs and staff.
The LROS may receive requests from time to time to advise and support the Chair of the Board regarding new Board Director orientation.
The LROS may be assigned by the LROPM to attend or observe various NPF internal or joint NPF / RCMP committees.
Administration & Infrastructure
The LROS, in consultation with the LROPM, authorizes LRO travel requests for operational duties.
The LROS provides regular feedback and recommendations on case file management systems to the Director of I.T.
The LROS provides regular feedback and recommendations to the LROPM regarding:
the Member Service Centre information system.
the Member Resources Library.
the LAR HUB.
support provided by LARs.
labour relations issues.
support provided by NPF Legal.
Qualifications/Key Attributes:
Education and Experience
Minimum one year work experience as a LRO with the NPF.
Diploma or degree in related field or demonstrated related work experience.
Ability to communicate in French at a basic level considered an asset.
Advanced and recent experience in presenting grievances and representing employees experiencing workplace issues.
Other union or association experience, including working with part time representatives and shop-stewards considered an asset.
Knowledge
Expert level knowledge of labour relations principles, collective agreements, and a variety of workplace policies and procedures.
Knowledge of the National Police Federation and the Member Services Program is considered an asset.
Expert level knowledge of the RCMP Act, Regulations, and CSOs.
Advanced level knowledge of RCMP policies and processes.
Strong understanding of occupational health and safety, workplace accommodation, and disability management
Ability to read and understand jurisprudence and labour relations decisions.
Skills

Other Requirements
Travel required 4-6/year. Other travel related to complex Member files may be required.
Must successfully pass a pre-employment criminal record check.
Compensation & Other Important Information:
The starting base salary, depending on qualifications/experience, for this position is between $110,376.86 - $128,772.66 range.
The maximum salary for the role is $165,564.26. The ability to advance through the salary range will be based on performance through our performance management program.
Starting annual leave for this position is 4 weeks (accrued as earned) which increases to 5 weeks after five years of employment with the NPF.
