Your role
As a Procurement Manager with the Infrastructure Ontario Business Unit, join our team of experts who lead major capital building and infrastructure projects. Working with communities across Ontario, our team is part of bringing meaningful change. Be a trusted advisor to your clients and build strong, lasting relationships with senior leaders. You will bring in-depth knowledge and have led and managed complex projects from start to finish, in alignment with your clients objectives.
Responsibilities
Development of a procurement strategy - for the acquisition of a variety of services - that lays out a mechanism to engage with industry and conduct a competition and procurement in line with legislative requirements and organizational policies
Planning and coordinating procurement activities including consolidating business requirements into procurement documents
Providing recommendations on contracting options (various delivery methodologies, sole source versus RFP process)
Preparing, reviewing and/or finalizing Statement of Work for various services as part of related procurement documentation
Preparing draft selection methodologies, evaluation plans, evaluation criteria and evaluation schedules for procurement
Monitoring the implementation and operations of a vendor of record against established goals, objectives and performance metrics
Identifying potential problems and addressing procurement matters, proposing solutions
Monitoring procurement activities and documenting various metrics
Regular reports on procurement activities to management
Conducting post procurement reviews and contractor evaluations/lessons learned
Leading or participating in contract negotiations
Developing procurement processes as required to more effectively manage the team
Production of evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities
Management and oversight of a team of professionals as related to procurement and vendor management
Oversee the control of project related documents and deliver all work in accordance with our Quality Management System and procedures
Qualifications
A minimum of 10 years of design and construction procurement experience
A minimum of 5 years in directly managing procurement activities
Experience hiring and supervising personnel performing procurement functions as part of a procurement focused team
Experience addressing and responding to all procurement matters related to a particular contract of work
Experience managing documents and addressing vendor performance issues
Experience undertaking vendor performance obligations in relation to various service provider
Ensures procurements are conducted in accordance with public sector best practices and client procurement policies
Procurement related designation, such as Supply Chain Management Professional (SCMP) or equivalent would be considered an asset
Deep knowledge of various design and construction delivery methodologies and their associated procurement contracts
Effective client management and people management skills
Detail oriented leader with the ability to work in a process driven environment
Excellent written and verbal communication and presentation skills
