Job Description
Construction Verification Inspections:
Conduct on-site inspections of third-party attachments on electrical distribution poles to ensure compliance with Ontario Regulation 22/04 and Hydro One’s CVP;
Review as-built documentation (record drawings, redlined designs) submitted by third-party installers and verify accuracy against field conditions;
Complete a Record of Inspection and Certificate for third-party attachment installations deemed compliant;
If deficiencies are found, complete a Corrective Action Data Sheet and inform the third-party installer of necessary rectifications;
Ensure corrective actions are properly documented and resubmitted with updated as-built drawings and inspection certificates.
Quality Assurance & Compliance Audits:
Conduct QA/QC inspections on a sampling basis for previously approved construction verification inspections;
Ensure construction verification inspections are performed correctly and meet Hydro One’s CVP requirements;
Use deficiency tracking sheets to document non-compliant installations and submit reports to the client for corrective action;
Implement increased sampling rates for installers with recurring deficiencies (i.e., if three CARs are issued within 12 months, increase inspection rates to 20%).
Data Collection & Reporting:
Maintain accurate inspection records, deficiency reports, and compliance certifications;
Provide detailed reports outlining non-compliance findings and recommendations for corrective actions;
Communicate findings to Hydro One, third-party contractors, and relevant stakeholders;
Ensure all documentation is accurate, timely, and well-organized in electronic formats.
Regulatory & Safety Compliance:
Ensure installations meet provincial safety standards and Hydro One’s technical requirements;
Identify imminent hazards during inspections and report immediately;
Adhere to Hydro One’s safety and compliance guidelines when working near high-voltage equipment;
Participate in regulatory training and refresher courses every two years as required under Hydro One’s CVP.
Qualifications
Electrical Engineering, Civil Engineering, or Utility Infrastructure background (diploma or degree preferred);
3+ years of experience in electrical distribution system QA/QC inspections, construction verification, or utility-related fieldwork;
Familiarity with Ontario Regulation 22/04 and Hydro One’s Construction Verification Program (CVP);
Strong knowledge of utility pole infrastructure, third-party attachments, and electrical safety standards;
Experience reading and interpreting electrical distribution system designs and as-built documentation;
Professional Engineer (P.Eng.) license preferred, but not required;
Must be competent or qualified per Hydro One’s CVP (or willing to complete the required training);
Valid driver’s license and ability to work in both urban and remote locations.

Ability to work independently and with minimal supervision;
Excellent attention to detail and ability to identify non-compliance issues;
Strong technical report writing and documentation skills;
experienced in using GIS software, digital measuring tools, and data collection software;
Effective communication skills for reporting and working with contractors.
