Our Asset Management and Maintenance Rail Fleet office is looking for an Asset Manager, Rail Fleet to support our many exciting State of Good Repair programs throughout the asset life cycle.
What will I be doing?
Supports the planning, delivery, acceptance, and handover of the assigned asset class base from capital delivery to operations.
Provides oversight to staff and assigned functional project teams, including defining team member roles, responsibilities, and expectations.
Supports the development of standards, asset management requirements, and acceptance criteria for the assigned asset base in close collaboration with other agency divisions, commercial and delivery teams, external industry stakeholders and regulators.
Coordinates and manages the compliance assurance and auditing of agency retained and outsourced contracts throughout the asset lifecycle and under various contractual arrangements for all areas of the assigned asset base operations and maintenance activities.
Supports the review, approval and or rejection of deviations to standards and asset lifecycle management requirements, and the assurance and verification of compliance with agency processes for deviations to the requisite standards, and risk management controls.
Coordinates and undertakes strategic risk-based compliance assurance, performs compliance audits and supports the development of corrective actions necessary to direct, support and inform compliance verification efforts controlled and managed by Capital Projects and/or State-of-Good Repair and/or Maintenance Delivery Groups during design, construction, handover, and operations.
Supports and may participate in, the resolution of contractor’s and consultant’s disputes & claims arising from undertakings (e.g. Contractual dispute settlements, pre-litigation undertakings, “out-of-court” settlements, and legal proceedings conducted by the appropriate judicial court system).
Coordinates, and implements, processes to manage, control, and document the asset lifecycle management compliance assurance processes, and the agency risk management policy and processes are adhered to.
Ensures the required asset information requirements for the classifications of asset data, and the receival, entry, retrieval and storage of all asset class discipline documents and data to assigned AIS (Asset Information Systems) and document storage facilities are adhered to.
Coordinates and undertakes reviews of contract submittals, including for outsourced contracts, for compliance with asset management standards and requirements.
Supports the analysis of operating and maintenance-based data to optimize and support data driven asset performance and meeting reliability requirements, forecasting and defining predictive and prescriptive maintenance strategies, acquisition strategies and corrective actions necessary to meet the organizational strategic plan, customer levels of service and business objectives.
Supports the development of business plans for the asset class base maintenance, renewal, or replacement of agency retained assets.
Supports the development and review of asset class maintenance models, and assures compliance to requirements and standards, as applicable for agency performed and outsourced contracts and provides oversight to agency performed and outsourced maintenance contracts, including for spare parts and consumables, material management and training for new equipment and designs.
Supports revisions to standards and asset information requirements resulting from the implementation and operationalization of new equipment, technology, and systems.
Supports the asset class disciplines in the management, control, reuse, or disposal of non-functional or obsolete assets, or inventory, in accordance with regulatory, environmental, and ethical requirements for agency retained assets.
Coordinates the review, control and warranty compliance verification and engagements with warranty guarantors to resolve warranty issues.
What Skills and Qualifications Do I Need?
Degree in Asset Management, Engineering, Engineering Management or a combination of education, training and experience deemed equivalent.
Demonstrated experience in asset management, or related fields, or a combination of planning, design, build, operations, and maintenance of comparable transit systems in a comparable role.
Asset Management, P.Eng. designation, PMP designation or C.E.T. certification will be an asset.
