The Program Lead (PL) – Quality Improvement and Standards is responsible for the overall development, coordination, delivery, and evaluation of assigned portfolio activities. Works alongside fellow Program Leads to ensure the effective delivery of quality and education programs in alignment with Ministry of Health guidelines, Accreditation Canada criterion and partner requirements as required. This includes compliance with the Base Hospital mandate, Advanced Life Support Patient Care Standards, and the execution of Continuing Quality Improvement initiatives.
Key Accountabilities:
- Leads the design, deployment, and evaluation of Quality Improvement processes for Clinical Affairs and Operations, integrating quality improvement science into all oversight areas.
- Monitors Ministry of Health Performance Agreement compliance, Base Hospital review standards, and oversees activities such as controlled substance tracking and quality assurance auditing.
- Collaborates with the Manager, Clinical Performance and Patient Safety, Associate Medical Officer – Clinical Quality and Corporate Strategy, and Operations to align with corporate quality committees and investigations.
- Collects, evaluates, and consolidates data to support quality improvement initiatives and system performance enhancements within Clinical Affairs.
- Provides expertise in quality improvement methodologies, guides project teams, and supports ongoing training and coaching to improve quality outcomes.
- Engages with Ornge leadership to align Quality Improvement initiatives with strategic priorities.
- Provides academic leadership to Faculty Educators, Clinical Practice Leads and Paramedic Practice Mentors in the coordination of courses and/or programs and their delivery.
- Facilitates resources, including human resources, room/location, scheduling, hours of work and assignments, subject to Managerial approval.
- Coaches and mentors Faculty Educators on performance, conducts formal workplace evaluations, documents performance expectations, and participates in disciplinary meetings (in collaboration with Manager and HR) as needed.
- Develops and completes individual Professional Development plans annually, in consultation with the respective Manager.
- Advises their direct Manager/Director and indirectly advises the designated Associate Medical Officer and Manager, Program Design, Evaluation, and Academic Innovation on areas for overall improvement on an ongoing basis.
- Contributes to the development and mentorship of Faculty Educators, Paramedic Practice Mentors (PPMs), and Clinical Practice Leads (CPLs), and attend educational sessions as required.
Qualifications:
- Post-secondary education in a relevant healthcare field, such as Critical Care Paramedic, Advanced Care Paramedic, Registered Nurse (Critical Care/Emergency), or Respiratory Therapy is required.
- Post-graduate education in a relevant field related to the designated portfolio (Certificate or Graduate Diploma) is required.
- Master’s degree in a related field, ideally relevant to the designated portfolio is preferred.
- 3-4 years of minimum experience.
- Minimum of 5 years of independent practice in a related healthcare field (Paramedic, Nursing, Respiratory Therapy) or 5 years of experience in educating health professionals or 5 or more years as a Critical Care Paramedic (CCP) is required.
- Medical Quality Assurance / CQI experience is required.
- Extensive experience in managing the design, coordination, and delivery of related programs.
- Proven track record in mentorship and team building.
- Experience in formal project management.
- Experience in the Air Ambulance/Ambulance Service industry (Service Operators, Community Colleges, or Base Hospitals).
- Experience in developing and delivering healthcare-related programs/projects in hybrid learning models using simulation as a primary educational tool.
- Experience in teaching health professionals or within an Ontario Base Hospital as an educator/CQI.
