The Work Design Knowledge Lead, reports to the Director with a matrix reporting into the Leader, Work Design and Compensation and participates as a member of the leadership team in the delivery of knowledge, learning and expertise in the speciality areas of compensation and classification. The Work Design Knowledge Lead will be responsible for building, updating, maintaining and sustaining orientation, training and mentorship programs (both formal and on-the-job), as well as proposing and implementing knowledge tools, processes that will increase the competencies of the team in relation to the overall compensation and classification area of expertise. The role mentors and coaches junior staff on the team and HR colleagues by providing guidance and direction and consultation on a wide variety of issues and cases, related to work design, compensation and classification.
The role provides expertise and guidance to other team members in non-contract and bargaining unit organizational structure and work design requests and supports them in delivering these types of services to the entire FHA client portfolios. This role will represent FHA’s best interest on various internal and external committees (ex: CTAG) and to ensure to transfer the information across FHA HR and where needed to client Leaders. The Work Design Knowledge Lead develops and cultivates strong working partnerships with key internal and external stakeholders. Negotiates externally on behalf of FHA with HEABC, represents FHA and HR in the industry, and facilities consensus with HEABC, other Health Authorities as well as other organizations or contracted resources. Leads or provides key feedback in the development, implementation and evaluation of policies, procedures and process; manages the planning, implementation and evaluation of projects and process improvement initiatives to deliver on business goals and to align Work Design and Compensation practices with the overall goals and objectives of FHA. Tracks organizational classification metrics including providing analysis on trends and reports out on a regular basis.
Responsibilities - Provides leadership to WDC Advisors by providing guidance, education and mentorship to assigned staff. Develops learning plans and educational resources and provides formal training on job classification issues to assigned staff. Provides feedback on employee performance and participates as a member of the WD&C Leadership team on selection decisions and internal promotions based on the established Advisor to Client Partner learning pathway.
- Leads Work Design & Compensation knowledge exchange and capacity, methodology and evaluation supporting the HR and FHA vision, mandate, and strategic directions. Investigates and resolves consistency issues in partnership with the Leader, Work Design & Compensation and/or Director.
- Provides advanced practice Work Design & Compensation knowledge and leadership to the team and HR colleagues to build collaborative, solutions and knowledge based agile teams through mentoring, coaching, guiding and modeling key behaviours and strategies to encourage cross team dialogue, problem solving and resolution of issues, and improvements in service delivery, consistency and quality of advice.
- Develops and maintains internal effective working relationships within Employee Experience, corporate services, operational areas as well as externally with HEABC, health authorities, and other organizations. Ensures appropriate process, linkages and handoffs with other HR teams, corporate departments and HR partners.
- Provides expertise in non-contract compensation and classification matters and maintains current knowledge of FHA and industry non-contract compensation and classification trends.
- Provides key involvement in organizational wide work design and compensation projects and special initiatives. Leads and manages projects that are assigned and ensures their completion.
- Participates in design and implementation of WDC processes, including managing quality improvement and risk mitigation strategies. Liaises with corporate support departments such as IMIT and Data Analytics to improve and develop data resources and reference databases.
- Designs, creates and implements educational opportunities for client and HR including in-services through individual and team sessions, orientation and training materials, information updates and direction, and through the development of client resources, guidelines and process instructions.
- Participates in groups and committees, both within and outside of Fraser Health, to review work design, organizations structure, job classification and total compensation issues.
QualificationsA level of education, training and experience equivalent to a Bachelor's degree in Human Resources or a related discipline plus a minimum of seven (7) to ten (10) years of related experience in progressively more senior Work Design and Compensation roles in a large, complex unionized environment, including a minimum of two (2) years leading major compensation and classification project implementations and supporting mentorship and learning.

- Solid understanding of the principles of job design and job classification to support and move forward major organizational change.
- Strong understanding of classification content specific to Healthcare and a solid history and expertise in working with HEABC.
- Excellent communication skills including the ability to collaborate, facilitate, negotiate, and persuade others.
- Ability to represent FHA at various internal and external client, industry and stakeholder meetings.
- Proven ability to influence outside of formal reporting structures and navigate relationships to achieve positive outcomes.
- Ability to problem solve and support quality improvement with a global perspective in order to incorporate the organization’s strategies when developing viable solutions to problems.
- Proven ability to effectively analyze and synthesize complex issues and convey ideas concisely.
- Maintains active network with resources in healthcare organizations across BC and Canada to keep current on new trends.
- Proficiency in the use of office software applications as effective tools, and recommends technological changes to increase the accuracy and output of data.
- Proficient in the use of a personal computer and related software applications.
- Physical ability to perform the duties of the position.
