Job Description
We're hiring a Subcontracts Program Manager (SPM) to assist with defense acquisition and in-service support contracts. The SPM, reporting to a Senior Subcontract Program Manager, will play a vital role in both pre and post contract award phases.
In the pre-contract award phase, you'll be involved in RFP and subcontract development. Collaborating with the SPM, you'll build program-level relationships with suppliers and ensure all necessary subcontract documentation is in place.
Post-contract award, your focus will shift to supporting the SPM and Program Managers in managing subcontractor performance, ensuring successful delivery aligned with contract terms. Experience in Program Management or related subcontract management for defense programs is a must for this role. Join us in making a meaningful impact in defense program management!
In this role, you can expect:
- Identify and forge relationships with potential suppliers and subcontractors.
- Collaborate on the development of evaluation criteria, with a focus on PM aspects of the RFP process.
- Craft subcontract Statements of Work aligned with Prime Contracts.
- Review bid responses, providing insights on PM requirements like WBS, Project Management Plan, schedule, and risk.
- Support negotiations and recommend preferred suppliers.
- Once subcontractors are selected, your role includes
- Overseeing programmatic aspects, including work execution, cost, schedule, performance, risk, and scope management.
- Managing subcontract risk issues, executing mitigation plans, and coordinating with Program Managers.
- Attending internal meetings, reporting on subcontract progress, and addressing problem areas programmatically.
- Reviewing subcontract amendments for consistency with programmatic Prime Contract requirements.
- Providing estimates for subcontract PM efforts.
- Managing personnel and infrastructure resources within the allocated budget. Monitoring and reporting subcontract progress to the SPM and Program Manager.
- Liaising with subcontractor Project Managers to ensure requirements are met and issues are resolved promptly. Overseeing the implementation of recovery plans, ensuring on-time delivery and cost-effective technical performance.
Qualifications
- 5 years experience with managing subcontract or related contract and/or programmatic work
- Experience in the Program Management and Contract Management discipline for major contracts; including management of work, cost, schedule and performance elements of a program.
- Familiarity with project planning techniques and fiscal management
- Desire and capability to interact effectively with the customer base to influence, negotiate, assure a level satisfaction
- Bachelors degree in relevant discipline or equivalent experience
- Comprehensive knowledge of project management tools and methodologies as applicable to complex systems integration activities
- Must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident
Assets
- Familiarity with technical systems and support systems used on modern military projects
- System Engineering experience
- Experience with medium programs or greater, valued in excess of $20M
- Ability to communicate (verbally/written) in Spanish and/or Mandarin
- PMP
