A Note on Assignment Type:
This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8:00 AM and 5:00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment, you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.
Scope
- Support the integrity of the Ontario Court of Justice (OCJ) and municipal Provincial Offences Act (POA) courts business applications, architectures, and ensure that development is to standard, documentation is compliant and performing application design
- Provide leadership on Enterprise Architecture artifact needs and support to the business and other team members
Assignment Deliverables
- Draft solution design and detailed technical solution design for applications built using packaged products on cloud.
- Develop architecture artifacts for enterprise-level architecture checkpoints and gating (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, and Information Architecture Document)
- Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated business architecture, as well as traceability to solution logical and physical architectures.
- Create, review, provide input and support of Enterprise Architecture artifacts for all checkpoints as required
- Logical/Physical Data Model, Data Dictionary and CRUD Matrix documentation
- Assist with system and user interface design and modifications (data \& screen) as required
- Review privacy and security related reports to ensure privacy and security considerations and concerns are addressed in the architecture artifacts; Establish traceability matrix to monitor output
- Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output
- Assist in metadata/test data creation and maintenance, and prepare data packages for implementation by the Database Administrator
- Ensure alignment and adherence to Ministry processes and standards
- Support the testing team during system and UAT testing
- Participate in knowledge Transfer

A Note on the VOR Master Service Agreement:
The VOR Master Service Agreement which expires on April 5, 2026, leaves some Contracts with funding unassigned for fiscal 2026-27. If the current statement of work expires on March 31, 2026, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2026, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2026, and be upon the same terms, conditions, and covenants contained in the SOW.
The start date is subject to change based on security clearances and contract signing timelines.

Mandatory Requirements
- At least 10 years of experience
- Experience in structured methodologies for the design, development, implementation and maintenance of applications
- Excellent facilitation and presentation skills
- Excellent verbal and written communication skills;
- Experience with enterprise level Architecture Standards and artifacts (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, and Information Architecture Document)
- Experience in designing large scale data migration operations
- Experience in using technical solution design and prototyping tools to assist in JAD and design sessions with stakeholders

Criteria 1: Technical Experience / Skills - 40 Points
- Experience in technical and functional design and architecture, especially for applications on Cloud and SaaS, experience with cloud technologies
- Experience leading technical teams to ensure solution design adherence for all phases and aspects of a large-scale integrated projects
- Experience and knowledge of designing internal and public facing web portals with cross platform integration and utilizing multi-factor authentication and integration to payment gateways
- Knowledge with responsive web-based technologies such as CSS/HTML5, JQuery, JavaServer Faces (JSF), Angular, JQuery, Frameworks such as Spring, Hibernate \& Struts, JSF (libraries such as RichFaces, Primefaces), SOAP Web Services, SQL, PL/SQL, Middleware Technologies such as ESB, IBM DataPower and SaaS, PaaS, IaaS, API standards
- Knowledge of leading industry and enterprise-level best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies

Criteria 2: Architecture Knowledge / Experience - 35 Points
- Experience in the development of business, solution and information architectures and the use of architecture modeling tools such as Power Designer and Enterprise Architect

- Experience planning and coordinating all phases of complex architecture for systems supporting both internal/external clients and stakeholders.
- Experience with reviewing privacy and security related assessment reports to ensure privacy and security considerations and concerns are addressed in the architecture artifacts; Establish traceability matrix to monitor findings
Criteria 3: Data Migration and Integration - 20 Points
- Experience in large scale data migration from legacy applications (such as mainframe) to SaaS solution e.g. data migration strategy, planning, and process documentation
- Experience in data migration, including mapping between source and target systems, analysis of data fields required to migrate data, exchange data or to provide a data feed between internal systems and third-party applications
- Problem solving skills to resolve significant integration and technical issues to address multiple systems/applications linkages, interdependencies and impacts where requirements are not initially clear
- Research and recommend innovative systems architecture alternatives and integration strategies at strategic, tactical, operational and project levels.
Criteria 4: Public Sector Experience - 5 Points
- Demonstrated experience working within an organization of equivalent size and complexity to the Ontario Public Service
- Experience in working with Architectural artifacts within the OPS would be an asset
