We’ve got what you’re looking for. Job Description: Parsons is looking for an amazingly talented Lock out Tag Out Coordinator to join our team! This role is responsible for the development, implementation, and execution of isolation/ LOTO procedures and all documentation for all applicable systems, including electrical and mechanical systems within the Edmonton Valley Line West Expansion project. This role ensures compliance with local, provincial, and federal safety regulations, while promoting a safety-first culture in all construction, testing and temporary operation activities. This person will report to the Isolation Manager and physically work as part of the commissioning team. This person will substitute the Isolation Manager & OCC controller where necessary. This person will physically implement and manage electrical LOTO and Isolations for commissioning & Maintenance activities. What You'll Be Doing: Carry out any duties deemed necessary from the temporary Isolation Manager or Commissioning manager during construction, commissioning and operations of EVLW. Develop and maintain comprehensive LOTO procedures for all LRT systems (e.g., traction power, signaling, communication systems, rail vehicles). Ensure LOTO policies comply with OH&S and applicable transportation safety standards. Review all LOTO documentation, switching schedules and maintain an up-to-date registry of equipment and isolations on the project. Coordinate and conduct LOTO training for employees, contractors, and new hires. Supervise contractors and assess competence against experience/ voltage level and system understanding to be authorized on EVLW. Provide technical guidance and support during LOTO events. Monitor compliance with LOTO procedures across the project. Participate in incident investigations, recommend corrective actions, and oversee the implementation of any LOTO-related activities preventative maintenance activities. Maintain accurate logs of all LOTO events, including isolation points, tags used, and personnel involved. Conduct regular audits of LOTO procedures and adherence within MIP and subcontractors. Communicate any changes of LOTO procedures with required personnel and contractors. Work closely with Temporary Operations Manager and Safety teams to schedule and plan LOTO activities. Adhere to and manage implementation of all Temporary Operations SOPs as required. Develop procedures for complex isolation procedures against commissioning activities. What Required Skills You'll Bring: Bachelor’s degree in a construction related field, electrical engineering or equivalent, Journeyperson/ Electrician, Safety Management, or a related field (preferred). Minimum 3 years of experience in rail traction commissioning, with at least 2 years in LOTO implementation, previously certified to carry out LOTO activates on HV, DC Traction, OCS and LV systems. Strong understanding or SCADA and automation. Full understanding of Electrical Degraded mode scenarios, testing, and responsibilities including dynamic “Power & Harmonic” monitoring implementation. Strong understanding of electrical commissioning and integration testing within a dynamic LRT project. Familiar with OHS construction regulations. Ability to read and understand project agreement, mechanical, electrical and systems drawings. What Desired Skills You'll Bring: Strong understanding of LOTO policies, procedures and safety regulations. Proven experience in electrical construction, installation and testing. Excellent communication and training skills. Detail-oriented with strong documentation and organizational skills. Ability to lead safety programs and manage cross-functional teams. Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions.
