Main Purpose and Function
The Risk Analyst plays a crucial role in the Enterprise Risk Management (ERM) program, supporting the Senior Manager, Enterprise Risk, in collaborating with senior managers across the organization to identify, analyze, treat and monitor risks and opportunities to the City.
The Risk Analyst provides critical support to the ERM program by developing and supporting tools used in the delivery of enterprise risk management program. The role also supports the development and monitoring of risk management strategies for enterprise-wide risks as well as department specific risks. The ERM Program works with Directors and Departmental Risk Liaisons across the City’s business units to ensure significant risks are identified, assessed and managed.
The Risk Analyst supports facilitation and the content for use in risk workshops and for training City Staff in risk management.
Specific Duties and Responsibilities
Coordinates and supports risk identification, reporting and monitoring processes
Participates in the development and oversight of actions to controls risks
Assesses emerging risks and contributes to the resolution significant issues that may occur
Develops, implements and maintains tools and methodologies for identifying, tracking and reporting risks consistently
Supports Enterprise Risk Management (ERM) reporting to relevant stakeholders including the Risk Management Committee (RMC)
Builds and sustains effective relationships with business areas to discuss and resolve issues, and exchange information of mutual concern in relation to enterprise wide risk management
Advises business units on technical elements of risk management which involves risk identification, assessment, mitigation planning, monitoring, triggers/responses, evaluation and reporting;
Contributes to the process to manage the departmental risks and the associated registers.
Develops Risk Management training material and facilitating the education of all stakeholders involved in Risk Management to improve understanding of the risk management process
Coordinates process improvement support for internal risk management initiatives
Conducts risk analytics as needed
Other duties/responsibilities as assigned
Qualifications
Education and Experience:
Bachelor’s degree in risk management, finance, or business or an equivalent combination of education, training and experience
Proven track record of strong administration and leadership in complex multi stakeholder environments with 5 years of relevant experience in compliance, risk management, or business
Program or project management qualification and experience preferred
Knowledge, Skills and Abilities:
Strong knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint and Teams
Ability to use Power BI
Considerable knowledge of Enterprise Risk Management (ERM) and Governance Risk Compliance (GRC) and Audit processes in large complex organizations is preferred
Ability to understand impact of decisions on stakeholders in a complex working environment
Strong analytical skills and good judgement
Ability to develop and implement new processes and systems, including IT systems
Ability to assess and prioritize issues based on a risk management model
Ability to work independently with minimal direction and in a team environment
Ability to build excellent working relationships across department’s and business unit’s
Results oriented and innovative
Excellent skills related to research, written and verbal business communication
Willingness to continuously upgrade skills
Ability to develop and facilitate workshops
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
