Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx and Infrastructure Ontario are working together to deliver the Province’s Transit-Oriented Communities (TOC) Program, which will build vibrant, mixed-use communities that bring more people and jobs closer to transit stations. These TOCs and other development projects will be located along the Province’s subway projects, GO Transit, and Light Rail Transit (LRT) projects. Metrolinx is seeking two Senior Advisors to support the TOC Program. The successful candidates will help identify potential future development opportunities. They will provide analysis and recommendations to inform transactions with third-party landowners that increase housing supply and ridership, deliver new transit infrastructure, and help offset the cost of station construction.
What will I be doing?
Provides analysis, support and recommendations to support the deal structuring on Transit Oriented Communities (TOC) program opportunities
Leads the identification of new development opportunities for Metrolinx (e.g., station overbuilds, entrance connections, opportunities for reduced setbacks, and other integrated developments)
Facilitates meetings, communication, and information flow across projects, Metrolinx business units and applicable government agencies and ministries, municipalities and stakeholder communities
Prepares and coordinates meeting materials, including presentations, briefing decks, and meeting minutes, to support effective communication across internal and external project stakeholders.
Identifies opportunities and leads new initiatives to develop and/or redevelop Metrolinx properties as a means to generate new sources of non-fare revenue and maximize value from real estate assets
Builds relationships with a variety of Metrolinx units to foster collaboration and advance the implementation of TOC and development projects
Supports in the management of critical relationships with external stakeholder groups and government organizations to facilitate the execution of TOC and development projects and to enhance the reputation of Metrolinx
Supports the execution of contracts and agreements with developers, government agencies and communities
Liaises with subject matter experts across Metrolinx divisions, including Operations and Project Delivery Teams, to identify transit requirements for TOC and development projects.
Performs real estate financial analyses to assess the feasibility of land development, redevelopment, and joint venture projects
Manages project and department activities; monitors progress against program objectives and anticipated business results; monitors compliance with project and department timelines; monitors budgets to remain within budgetary limits,
Procures and oversees third-party consultants to deliver planning studies or financial valuations to inform transactions
What Skills and Qualifications Do I Need?
Completion of a degree in Real Estate, Business, Engineering, Urban and Regional Planning, Urban Design, Land Economics, Land Development, Architecture or a related discipline or a combination of education, training and experience deemed equivalent. A Master of planning, real estate or related discipline is considered an asset.
Demonstrated experience in project management and planning/urban design with a real estate/development focus
Ability to interpret engineering drawings, reference plans, and familiarity with GIS programs.
Understanding of Ontario’s land-use planning framework
Ability to demonstrate tact, diplomacy and problem solving when negotiating contracts for development or redevelopment of properties
Interpersonal, oral/written/presentation skills to deliver professional presentations to senior management
Highly organized and flexible with the ability to prioritize multiple projects and meet deadlines, often with frequent interruptions and changing circumstances, in a high volume and fast paced environment
Self-directed problem solver taking initiative and proactively addressing issues working with minimal oversight
Interpersonal and oral/written/presentation skills to hold frequent interactions with internal and external contacts at all levels of authority and responsibility including participating in governance/working group meetings
