Job Summary The Threat Management Specialist plays a critical role in enhancing campus safety by identifying, assessing and managing matters involving concerning, disruptive, or potentially violent behaviour. Reporting to the Senior Manager, Threat Assessment Programs, this position is responsible for reviewing and conducting preliminary assessments of referrals related to potential threats to the university community. The Threat Management Specialist will work independently and in collaboration with multidisciplinary teams to gather relevant information, evaluate the urgency of situations, and develop risk mitigation strategies. This role requires a high level of analytical skill, discretion, and professionalism to ensure campus security through proactive intervention and management. Organizational Status Reports to the Senior Manager, Threat Assessment Programs. The Threat Management Specialist will work collaboratively with internal partners, such as senior university stakeholders, including VP Students, Human Resources, Office of University Counsel and external partners, such as emergency services (e.g., RCMP, Vancouver Police Department) on the assessment and management of violence threat cases. The Specialist will be responsible for Acting for the Senior Manager, in the case of the Senior Manager’s absence. Work Performed Threat Assessment Screen and triage incoming referrals related to concerning or disruptive behaviour, determining the level of risk and appropriate response. Gather and analyze relevant information from various sources and partners, including interviews, reports, and open-source intelligence (OSINT), to assess the nature and credibility of threats. Conduct violence risk assessments using structured professional judgment tools such as the HCR-20 V3, SARA, WAVR-21, SAM and RSVP. Develop and implement case management strategies, including risk mitigation plans, intervention opportunities, and safety measures. Maintain an objective, open and investigative mindset while integrating principles of respect, fairness, equity, inclusion and professionalism when conducting threat assessment and management. Maintain comprehensive documentation of case management actions, risk assessments, and follow-up measures. Monitor ongoing cases, adjusting intervention strategies as necessary to respond to evolving threats. Communicate regularly and attend meetings with internal partners (e.g., Campus Security, Human Resources, Student Affairs) for information gathering and sharing, and to discuss and review new and ongoing files. Contribute to the development of high security event management plans for activities or events that may require enhanced protective plans and services, and participate in the debriefing and evaluation of completed events. Program Support Participate as a Core Member of the university’s Threat Assessment Team Coordinate with internal partners, including Campus Security, Student Affairs, Human Resources, Legal Counsel and others (e.g., Faculty Affairs, Department Heads, etc.) to ensure an integrated response to threats. Collaborate with external stakeholders, such as local law enforcement, mental health professionals, and other community safety organizations. Design and implement systems to collect data from the university community, ensuring sustainable processes that integrate seamlessly both within UBC Campus Security and UBC-wide infrastructure. Support the development and delivery of sessions and workshops on threat assessment, risk management, and intervention strategies to faculty, staff and students. Develop educational materials and outreach initiatives to enhance awareness of concerning behaviours and early intervention strategies. In collaboration with the Senior Manager, contribute to the ongoing refinement of case management procedures, document templates and best practices. Stay current with emerging trends, best practices, and legal considerations related to threat assessment and management. Manage internal metrics and prepare reports on established KPIs for senior leadership. Contribute key input or data, as requested, to other projects in support of Campus Security and enhancing campus safety. Other duties as assigned by the Senior Manager and/or Director of Campus Security. Consequence of Error/Judgement The Threat Management Specialist requires a high degree of independence, judgment, initiative, and collaboration. At times, the position will be expected to make decisions with limited consultation. Decisions made in this role can have a direct impact on the safety and wellbeing of university students, staff, faculty, and others on campus. Inadequate assessment or response to potential threats can lead to significant reputational, legal, and financial consequences for the university. The ability to make well-reasoned, evidence-based decisions, while ensuring compliance with UBC policy, regulations and associated legislation, is critical to ensuring campus safety. Supervision Received The Threat Management Specialist works independently and with moderate autonomy, under the strategic guidance of the Senior Manager, Threat Assessment Programs. The position will consult with Advisors, Managers and Senior Managers within the Campus Security department. Supervision Given The Threat Management Specialist provides support of the threat assessment program and may be required to act in place of the Senior Manager in their absence. Indirect leadership provided for threat assessment cases and department projects, programs, and specialized deployments. Minimum Qualifications Undergraduate degree in a related field. Minimum of five years experience in security, training, office and staff management. Minimum of two years of experience conducting violence risk assessments and developing management strategies, or the equivalent combination of education and experience. - Formal training and experience in the use of Structured Professional Judgment assessment tools (e.g., HCR-20, SARA, SAM, RSVP, etc.). - Experience working with diverse communities, including historically underrepresented, 2SLGBTQIA+, and individuals with disabilities. - Strong ability to manage sensitive and confidential information with discretion and impartiality, and in alignment with relevant legislation and UBC policy. - Ability to respond to crises and emergent situations with sound judgment and professionalism. - Excellent interpersonal skills and demonstrated ability to communicate professionally and effectively both orally and in writing. - Proficiency in Microsoft Suite (e.g., Word, Excel, Visio, PowerPoint) and other case management or collaboration tools. - Willingness to respect diverse perspectives, including perspectives in conflict with one’s own - Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion Preferred Qualifications - Experience within a higher education, security, or law enforcement setting and with multidisciplinary teams. - Certification and/or membership in professional organizations related to the role (i.e., CATAP and/or ASIS preferred). - Knowledge of violence prevention, violence intervention techniques, interpersonal and targeted violence, as well as associated legislation (e.g., FOIPPA, Privacy Act). - Knowledge of and experience with Open Source Intelligence (OSINT) methods and techniques. - Ability to act and work both independently and within a team in a demanding and complex environment. - Ability to plan, manage multiple cases and projects, meet deadlines, and prioritize, as needed. - Ability to collaborate and work effectively with internal and external partners and stakeholders. - Ability to lead training initiatives and deliver presentations to diverse campus groups. - Capacity to work flexible hours, including evenings and weekends, as needed for emergency response situations.
