HSPA has a mandate of enabling the Ontario healthcare system to provide high-quality, equitable care, and Funding Unit contributes to this mandate by development and implementation of funding policy and innovative funding models, aimed at leveraging funding to align with overall program goals and to drive value and performance in the system. The Senior Analyst, reporting to the Operations Manager – Funding Unit, will support the Manager by delivering on operational mandates, benchmarking and supporting work required for funding model review, development and implementation. The role will be required to lead/assist in the creation, implementation and provide support to administer provincial program(s) or funding initiatives, such as Quality Based Procedures (QBP), etc The Senior Analyst will lead and/or support the development of analysis and reporting content to respond to Ontario Health’s needs for novel analysis and reporting on emerging provincial issues, high priority initiatives and corporate strategy and planning. The Senior Analyst is responsible for: planning, designing and executing new analyses and reporting in response to strategic decision-making needs; refreshing, updating and continuously refining indicators and reports; develop analytic methodologies, data models and work plans as well as managing working groups and interacting with a diverse set of project stakeholders (including clinicians, administrators, regions, and hospitals); develop data collection tools, collect, analyze and interpret data, and develop reports and presentations in order to support the achievement of objectives; identifying the most appropriate data elements, datasets and analytic methods required to solve problems of strategic interest and; interpreting and presenting analysis and conclusions through a variety of vehicles and formats directed at a range of different decision-makers. Here is what you will need to be successful: Working in a fast-paced environment with multiple and changing priorities, Senior Analyst will be supporting the planning, coordination of, and delivery of multiple complex projects based on high quality standards and within specified timelines. This role will be required to have: Leadership: Ensuring the quality and integrity of project work and supporting other team members in executing on their deliverables Planning, organizing and participating in internal and external working groups and advisory committees, ensuring tracking of action items and follow-ups Developing productive partnerships with program areas across Ontario Health and with external stakeholders and organizations and the Ministry of Health Supporting a high performing team with a highly engaged team culture of respect, inclusiveness, learning, support and collaboration Championing Ontario Health’s organizational values of inclusion, diversity and anti-racism and promoting these within the team Coordinate working group meetings with key stakeholders, set meeting agendas, take notes, track against work plans, and facilitate/lead discussions at meetings, as required Content expertise: Identifying data elements, datasets, analytical methods, data communication and visualization approaches to answer questions and communicate key information to decision-makers Exploring and identifying the strengths, weaknesses, limitations and considerations of datasets Developing new analyses, methods and approaches and where appropriate, adapting and drawing from methods and approaches used elsewhere Identifying data quality issues and proposing solutions and mitigation strategies Liaising with internal and external partners on analysis and reporting products Supporting knowledge transfer of products, processes and methods to other Ontario Health program areas and external partners where required Maintaining up-to-date knowledge of data and methods relevant to advancing the products and goals of the program, including relevant practices in other jurisdictions Have a proven track record of collaboration, the ability to utilize knowledge of provincial health system funding and case costing; the capability to manage and execute complex project deliverables on time; and as well as success with leading strong teams of experts in this area Program operations: Identifies key sources of information/data in coordination with the Manager Defines the scope of work, expected deliverables, and work plan in coordination with the Manager Create, implement, deliver and/or provide support to administer provincial program(s) or funding initiatives, such as Quality Based Procedures (QBP), etc Conducting work on multiple projects and assignments, shifting and adapting work in response to changes in program priorities and timelines Assisting in the development of project plans, sequencing activities and inter-dependencies; proactively identifying, managing and escalating issues and risks as needed Proactively identifying and implementing ongoing quality improvement opportunities in the program by participating in evaluation activities and identification of areas for further improvement in planning approaches and methodologies Education and Experience Master’s Degree in Healthcare Informatics, Health Administration, or similar discipline preferred. Minimum 3-5 years of related experience ideally in the Healthcare Sector, experience/knowledge and use of the CIHI datasets and Quality Based Procedures or equivalent knowledge is an asset. Knowledge and Skills Strong problem-solving skills, with the ability to identify, implement and refine analytic methods, data, reporting and communication vehicles to anticipate and meet the needs of decision-makers Strong stakeholder engagement, project management, and organizational skills Strong oral, written and graphical communication skills; experienced in delivering presentations and writing for a variety of audiences, particularly involving communication of data and the results of research and analysis Knowledge and experiencing using research/statistical methods Advanced Proficiency in MS Office applications (Excel, PowerPoint, Word) is required Proficiency in statistical analysis software (e.g. SAS, Stata, R), relational database management (SQL), is an asset Independently motivated and productive, able to manage and prioritize across multiple projects and assignments Team-oriented and dedicated to promoting team development, a positive work culture and organizational health Experience working collaboratively with clinicians, administrators, researchers and policy makers in health care and/or government settings Comfortable working in a dynamic, fast-paced, politically sensitive environment with a high degree of ambiguity Comfortable working with a wide variety of datasets—in particular, Canadian health care administrative datasets—and with investigating and planning analysis using new tools and methodologies.
