The City of Edmonton's Development Services Branch is looking for a Transportation Engineer to assist with the review of land development applications including district plans, neighborhood or community plans, rezoning and road closures. Reporting to a Senior Engineer, this position will support the Planning Coordination Unit by applying transportation engineering and planning knowledge to identify transportation requirements related to land use changes and recommendations that will have short-term and long-range impacts to the City. The position supports the implementation of the City Plan with a focus on planning and optimizing transportation infrastructure that meets the demand of a growing, complex city and serves an increasing number of destinations using a variety of travel modes. As part of a multidisciplinary team, you will also collaborate with other work areas and improve your understanding of broader considerations required in the urban planning process. Keeping in perspective the cost, staging and prioritization of infrastructure, this role, under the supervision of Senior Engineer(s), will initiate discussions and work closely with area developers, adjoining municipalities, City staff, the public, and higher orders of government to support orderly development, seek resolution to conflicts and advance City interests and corporate objectives. What will you do?: Evaluate and quantify transportation infrastructure impacts associated with land development proposals and planning initiatives, and provide recommendations on short term and longer term requirements Review Transportation Impact Assessments (TIAs) by applying transportation engineering and planning knowledge, including TIA guidelines, transit service standards, active transportation, traffic safety / operations, City’s engineering design and construction standards, zoning and other bylaws, and corporate strategic direction Support Senior Engineer on sensitive and/or complex engineering decisions through review of any ongoing or anticipated municipal priorities or projects, emerging issues, trends, best practices, safety and operational considerations, technical studies, and/or emerging public opinions Prepare and document findings in the form of written responses, including council and committee reports and public inquiries, general and technical information, advisements, conditions, and/or recommendations Collaborate and develop positive working relationships with applicants, and internal and external stakeholders to identify creative engineering solutions to problems, share information, and provide excellent customer service Under the supervision of the Senior Engineer(s), review and recommend approval of concept plans and preliminary engineering drawings, access requests and closures, road and alley closure inquiries, and other transportation requests Liaise with other City departments and external agencies, including Alberta Transportation and Economic Corridors, and adjacent municipalities in preparation of integrated planning and engineering recommendations and identification of emerging issues Prepare and review amendments to the Transportation System Bylaw, Arterial Roadway Assessments Bylaw, and other transportation-related policies and procedures Perform periodic site checks to confirm development requirements Participate and contribute to public engagement activities and team meetings Perform other related duties as required

Bachelor’s Degree in Civil Engineering or Transportation Engineering Minimum of four (4) years of progressively responsible related engineering work experience Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment Asset: Understand and adhere to all APEGA regulations and standards Experience with preparing and/or evaluating land development applications including Municipal Development Plan (MDP) amendments, Area Structure Plan (ASP) amendments, and Neighborhood Structure Plan (NSP) amendments, subdivisions, and rezoning from a transportation perspective Experience preparing and/or evaluating Transportation Impact Assessments Knowledge of and experience with Transportation Planning and Traffic Engineering Knowledge of design and construction standards, specifications, bylaws and legislation as they relate to project assigned Knowledge of the Municipal Government Act, city standards, the City Plan, and City of Edmonton Zoning Bylaw is preferred Skills required for success: Effective prioritization and time management skills Excellent oral and written communication skills, including technical and contractual communication report writing and presentations Public engagement, consultation and facilitation skills Demonstrated problem solving, diplomacy, negotiating skills, and change management skills Ability to work effectively as a team member Ability to analyze complex technical information and make timely recommendations and decisions Must be proficient within a Google Workspace environment (Gmail, Calendar, Docs, Sheets, Slides, Forms) Demonstrate service excellence, embracing diversity and promoting inclusiveness Alignment to our Cultural Commitments and Leadership Competencies Embracing a culture of equity, diversity, reconciliation and inclusion Applicants may be tested Work Environment: This position ?may be eligible for a hybrid work arrangement ?with ?the flexibility to work from both home and the worksite?.
