As an HR Business Partner, you will serve as a vital strategic partner, delivering comprehensive human resource services and expert labour relations advice to support leaders in resolving complex business challenges, enhancing organizational effectiveness, in a dynamic, multi-union environment. Lead, mentor, and innovate to foster a positive employee experience and influence tangible change.
What will you do?
Strategically partner with Department and Branch leadership to translate operational needs into effective HR strategies
Act as the primary HR contact for Branch Managers and Directors, ensuring seamless access to HR programs, services and support
Support highly complex or high-profile labour relations cases, including working with Legal Services on overall strategy
Provide expert workforce-related advice and strategies to leadership teams
Apply an expert understanding of the 6 City’s Collective Agreements, the Employment Standards Code, employment case law, and the Human Rights Act to provide clients with labour relations advice on a wide range of employment related matters, identifying risks and providing advice and strategies to overcome risks
Assist in developing strategic practices that will standardize delivery of labour relations services throughout the City of Edmonton
Assist Legal Services on Mediation, Arbitration or Labour Relations Board proceedings
Manage grievance disputes to conclusion, including representing the City's interests in the application of dispute resolution techniques to resolve disputes between management and employees/unions
Lead transformational program and people development projects, from concept through implementation and evaluation
Drive organizational design projects with significant impact across branches, departments, or the entire city
Develop comprehensive change management strategies to ensure the successful adoption and sustainment of new initiatives
Coach, mentor, and guide a team of HR Consultants, ensuring the provision of expert advice and interventions
Knowledge, training and/or education in Business, Human Resources, Labour/Industrial Relations or a related discipline
7 years of related experience in the areas of human resources, organizational development, labour relations, and project management
Experience providing labour relations advice to clients, managing grievance disputes, collective bargaining, and/or providing interpretive advice regarding the application of collective agreements
Experience in a multi-union environment, building relationships and providing HR consulting to senior management
Demonstrated experience in implementing corporate-wide plans, managing complex projects, and leading organizational development and change management initiatives
Assets:
Accreditation or training in project management, and a PMP designation
Change management certification and/or formal training
Accreditation or coursework/training in labour relations, collective bargaining, dispute resolution, and investigations
Skills Required for Success:
Ability to coach HR professionals and manage escalations
Excellent interpersonal, communication, and presentation skills, with the ability to support a diverse workforce and handle conflict
Advanced knowledge of labor relations legislation (Labour Relations Code, Employment Standards, Human Rights Act)
Demonstrated expertise in leadership, facilitation, negotiation, and team-building, complemented by strong judgment, business acumen, and computer proficiency

Conditions of employment and work environment:
1 permanent full-time position and 1 temporary full-time position for up to 18 months
Hours of work: 36.9 hours per week, Monday - Friday
Salary Range: $105,668.31 - $132,083.94 (Annually)
This position offers a hybrid work arrangement, allowing for flexibility to work from both home and the worksite
This position is eligible for the EDO program (Earned Day Off)
