SUMMARY OF DUTIES
Reports to the Project Manager, Business Systems.
The Senior Spatial Applications Analyst plans, manages, analyses and co-ordinates Spatial data for the Transportation Division. They may also provide assistance for other Divisions and Sections as required.
This work includes using the Geographical Information System (GIS) to analyse data, maintain asset information, create and update various operational layers, producing various maps for reporting and operational needs, and creating processes and workflows for capturing data in the field using mobile GIS solutions.
GENERAL DUTIES (INCLUDING BUT NOT LIMTED TO)
Perform analysis on geospatial data on behalf of the Transportation Division.
Using information stored in both the GIS and the asset management system produces a variety of maps, reports and charts.
Maintains asset information within the GIS.
Creates and maintains GIS layers for the Transportation Division.
Produces a variety of map interfaces for reporting and operational needs (Web-based maps, Collector Applications, Survey 123, Other GIS-based platforms)
Maintains the GIS bi-directional interface between ESRI and Infor Public Sector ( IPS)\ Hansen relational databases.
Makes information available to outside agencies and contractors as required. Ensures data security and privacy of information is maintained.
Develop procedures and evaluate workflows for interdependent links between spatial databases and asset management systems for Transportation Systems.
Prepare or review a variety of reports, as required, arising out of this area of responsibility. Provides assistance to other Divisions and Sections as required.
Develop partnerships with other municipalities and companies to enhance efficiency and share ideas. Participates in GIS working groups as required.
Attend meetings, conferences, and training sessions on as needed basis to keep skills up to date.
Performs other duties as assigned which are related to the major responsibilities of the job.
QUALIFICATIONS
Demonstrated knowledge of the theories and practices of Geographic Information Systems, usually acquired by obtaining a University Degree or College Diploma in Geographic Information Systems, Geomatics, or Geography, or an equivalent combination or education and work experience.
Must have knowledge of standards and methodologies for GIS data management including, integration, conversion, manipulation, transfer, compatibility, valuation, storage and maintenance, data security and quality controls for data entry to manage the data life cycle.
Experience creating analytical based reports, and working with presentation and graphic design tools for the production of professional quality mapping output products.
Excellent presentation and graphic design skills for the production of professional quality mapping output products.
Experience gathering and translating business requirements, utilizing business analysis methods and assessing impacts of business processes on data integrity, and developing functional and technical specification documents.
Experience with the ESRI Suite of software and web-based platforms.
Demonstrated ability to write, interpret and modify Microsoft SQL at an intermediate to advanced level is an asset.
Demonstrated working knowledge of reporting software such as Crystal Reports and/or SQL Server Reporting Services (SSRS) is an asset
Must have an intermediate to advanced knowledge of Microsoft Word, Excel, Access, and PowerPoint.
Strong analytical, problem-solving, interpersonal, written, and oral communication skills.
Ability to make sound and logical judgments.
Working knowledge of corporate AVL/GPS systems and data structure.
Working knowledge of Project Management principles and techniques.
Ability to deal with various project deadlines on an ongoing basis.
Proven ability to work independently as well as part of a team.
General knowledge of infrastructure systems within the Right of Way (ROW) and applicable system components is preferred.
Must possess a valid class “G” driver’s license and provision of a personal vehicle for use on the job.
