Responsibilities:
Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization’s I&IT systems.
The I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.
Provides subject matter expertise in their field and highly expert technical assistance.
General Skills:
Acts as the technical advisor/expert on all aspects of a specific deliverable
Provide the quality assurance/quality control of specific deliverables
Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
Develops processes and procedures for implementing deliverables
Prepares reports and presentations including options, recommendations, implementation plans, etc.
Works with clients to define the scope of a project and to determine requirements
Defines software, hardware and network requirements
Analyzes I&IT requirements giving independent and objective advice on the use of I&IT
Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
Familiar with change-management principles and methodology
Knowledge and understanding of Information Management principles, concepts, policies and practices
Demonstrates excellent time management, with the ability to manage tight deadlines and prioritize multiple projects.
Apply knowledge of Health Standard message conformance tooling (e.g., Caristix, XMLSpy, 7Edit, etc.).
Experience managing programs with large complex governance structures and many stakeholders.
Requirements
Required Experience / Evaluation Criteria:
5 – 7 years of experience in data analysis, data management and/or business intelligence.: 25 Points
5 - 7 years working and applied knowledge of healthcare systems, healthcare integration standards such as HL7/FHIR, XML messaging principles, techniques and technologies.: 25 Points
3 – 5 years of demonstrated clinical data expertise in both project based and operational responsibilities.: 20 Points
3-5 years of demonstrated experience working with Health System technologies (e.g. HIS technologies, LIS, EMR); including Integration Engines or Interface technologies.: 20 Points
Knowledge or experience with immunization workflows and associated business processes within pharmacies, hospitals or health records, preferred.: 10 Points
Deliverables:
The resource will be responsible for the review, evaluation and readiness of data contributed to the Agency’s current and future repositories as well as specific deliverables including:
Working with Ministry to Profile Panorama data, estimate durations, and assess readiness for migration to EHR-IR.
Mapping data fields and transformation logic to EHR-IR.
Aligning and documenting validation rules and business logic across systems.
Defining data quality metrics and reporting requirements for post-migration monitoring.
Documentation deliverables including:
Data migration specification (Proof of Concept)
Implementation Plan (Proof of Concept)
Sample Data Extracts
Data Mapping Specification
Data Quality Monitoring and Reporting Plan
Documentation of all deliverables as well as knowledge transfer at the end of the assignment
Must Haves:
