Property & Addressing Technician
(Non-Permanent Term, 1 year with possibility of extension)
The City of Lethbridge Planning & Design department is seeking a person for a non-permanent position of Property & Addressing Technician.
Reporting to the Planning Manager, the Property & Addressing Technician shall serve as the City’s principal resource for processes and information related to addressing and property data. The role will maintain the address database, property attribute data, and environmental information in the City’s municipal software as it relates to parcels of land.
Exercising considerable independence of judgment, the Property & Addressing Technician will create addresses as part of the subdivision process, process Land Titles transactions, conduct regular data integrity audits on existing addresses to resolve discrepancies, and perform attribute maintenance to the property and land management records.
The Technician must possess a thorough knowledge of the addressing bylaw and will be responsible for a variety of technical and analytical functions in supporting it. This role must work collaboratively with internal and external stakeholders to ensure a high level of accuracy with the City’s addressing and property data records.
This position coordinates extensively with multiple internal stakeholders such as Subdivision, Assessment & Taxation, Building Inspection, GIS Analysts, Fire Prevention/Emergency Services, Utilities, Electric Design, and Infrastructure as well as external stakeholders such as Atco Gas, Telus, 911, Rogers, Canada Post, land developers, and property owners. It will be necessary to understand land development, subdivision, tax & assessment, utilities, Alberta Land Titles, and permitting processes. A general understanding of the technical processes used to relay information to the various internal and external stakeholders and systems will also be required. Onsite visits are often necessary to verify that physical properties and locations have been correctly captured and recorded in the municipal software.

Duties include, but are not limited to:
Generating parcel addresses and tax roll numbers within the property information system when subdivision plans have been registered at Land Titles.
Preparing data, importing, and processing Land Titles files.
Investigating and interpreting complex title transfers.
Pre-planning addressing for new neighborhoods when Outline Plans are completed.
Creating mailing addresses for multi-unit residential/commercial buildings and secondary suites.
Preparing addressing maps with AutoCad/Microstation and ArcGIS Pro software.
Responding to addressing inquiries from internal city departments, external agencies, and property owners.
Reconciling addresses in the property information system against those collected in other corporate systems (eg. Utilities or Emergency Services).
Contact and data management in the property information system.
Importing data from other systems.
Creating & maintaining technical documentation on addressing processes and procedures.
Attaching Comprehensive Plans to the related addresses.
Assigning Building Inspection Areas to properties.
Moving historic records from inactive properties to the correct address.
Leading, participating in, and taking minutes for meetings with multiple internal & external stakeholder groups.
Maintaining property attributes.
Other related duties.

Qualifications
A relevant two-year Business Management, Engineering technology, Accounting, GIS, or related technical field degree or diploma from a recognized institution, and a minimum two years of work experience in a related field.
Experience in a municipal setting; experience maintaining addressing & property information is preferred.
Familiarity with Land Titles processes and documents is an asset.
Computer training and experience with various software (including MS Office, CAD and ArcGIS software).
Possession of a valid AB Driver’s License.
Rate of Pay: $38.31 per hour
