Our Commercial Management Extensions team is looking for Director, Commercial Management to join the team! We are seeking an experienced and strategic individual to join our team in overseeing the delivery of a major capital infrastructure program. This leadership role will be instrumental in overseeing commercial interests, and ensuring that cost, contract, and risk strategies are executed with integrity, discipline, and transparency.
As a key member of the leadership team, you will provide direction and oversight on all commercial and contractual matters across the lifecycle of complex infrastructure projects – from procurement and negotiation through delivery and closeout.
What will I be doing?
Directs and leads the commercial management team, throughout the lifecycle of all contracts / projects, and ensures there are effective and efficient policies, procedures and best practices in place to establish and maintain that function.
Leads the development and implementation of appropriate commercial management plans and strategies in order to maximize funding opportunities and related value, while minimizing risk to Metrolinx. Communicates expectations and obligations through Senior Executives and managers, and monitors and reports on performance to optimize value and support continuous improvement initiatives; Provides approval and/or recommendations for approval on recommended changes or enhancements.
Directs and advises on all matters of dispute resolution; provides strategic guidance in the preparation, settlement and agreement of commercial claims and disputes, and financial reconciliation of accounts.
Manage commercial performance including cost control, value engineering, change management, contingency utilization, and risk allocation.
Provide strategic leadership to the Contract Administration function for the specified portfolio of projects and contracts.
Establish governance frameworks to monitor contract and contractor compliance, performance metrics, contract enforcement and commercial health indicators. Lead the oversight of contractor performance monitoring for the specified portfolio of projects/contracts.
Provide strategic advice to internal stakeholders on commercial risk exposure, procurement strategies, and incentive structures. Lead, mentor, and support a team of commercial professionals.
Ensure integration with legal, technical, and financial advisory inputs to support informed decision-making.
What Skills and Qualifications Do I Need?
Completion of a degree in Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
Demonstrated related experience in a public transportation development, operational and/or construction environment with experience and measured success in the application of commercial management methodology in the context of multi-million-dollar projects; experience in the transportation industry and public sector is an asset.
Knowledge of Progressive contracts and collaborative contracting models.
Advanced skills in the development and communication of the best practices for the application of contract administration policies and procedures.
Exceptional stakeholder management as well as experience managing teams of direct reports and supporting functions, including third-party consultants and partner agencies.
Knowledge of regulatory, legislation, building codes, legal, and financial issues and government bodies, external agencies, and partnering transit organizations involved in developing public transportation systems.
Highly developed written communication skills to develop briefs and presentations for executive management with a clear and succinct definition of the issues, identifying a priority ranking of issues and providing well-researched and concise answers to anticipated questions; to prepare strategy documents and issue reports.
