The Scarborough Subway Extension (SSE) is being delivered using the Progressive Design Build Model, which is now in its implementation phase. This transformational transit project is in need of a Manager, Construction Oversight, to ensure safe and timely oversight of construction and management of inspection resources to drive the SSE forward with its key stakeholders in a manner that is built on a foundation of trust, respect, collaboration and reasonableness. The Manager, Construction Oversight, will lead a skilled team in working together with project staff and stakeholders to deliver on intended project and third-party benefits and outcomes on time, on schedule, on budget, and with a safety-first mindset.
What will I be doing?
Overseeing a team of construction, safety and quality inspectors to ensure construction activities are monitored and implemented timely, safely and meet contractual requirements.
Interacting and communicating with general contractors’ site staff, with the support of each asset delivery team, to collaboratively identify, mitigate or resolve any issues for timely and safe implementation of works in addition to alleviating cost, schedule and risk exposure to the Project.
Managing assignment of construction oversight resources amongst different assets based on construction activity timelines and anticipated volume of work to be carried out by Contractor(s).
Supporting each asset delivery team in active risk management by ensuring Contractor(s) or other stakeholders implement required actions in time to mitigate impacts.
Supporting internal stakeholders in documenting and validating weekly on-site progress for the purposes of cost reconciliation, schedule validation or environmental items.
Documenting and collating submitted records to support handover of Project elements to stakeholders.
Supporting asset delivery teams and stakeholders during testing and commissioning of different project elements or assets including tracking closeout of deficiencies.
Frequent presentation to management and asset teams on on-site progress, key upcoming construction activities and items for escalation.
Resolve, assist in resolving, or support in timely escalation of on-site issues to mitigate cost or schedule impacts.
Supporting management in developing annual budget and work plans for construction oversight consultants.
Effectively manage construction oversight consultants within annual budget.
What Skills and Qualifications Do I Need?
Completion of a degree in Engineering, Business Administration, Project Management, Urban & Regional Planning, or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
Demonstrated experience in construction and delivery of infrastructure projects with experience and measured success in the application of project management methodology in the context of significant projects (>$100 million); experience in the transportation industry and public sector is an asset.
Detailed understanding of different procurement strategies, delivery methodologies (DBB, DB, DBFM, DBFOM) and the associated risk transfer. Experience with collaborative models including Progressive Design Build, Alliance, and Integrated Project Delivery is an asset.
Exceptional program and project management skills to lead and manage projects, develop project budgets and schedules, related staff and resources, and to monitor budget and schedule adherence and performance results.
Strong interpersonal and communication skills.
Demonstrated ability to build relationships with stakeholders and achieve milestones in a multi-stakeholder, multi-disciplinary environment.
