Our Capital Projects Group Project Delivery Unit is hiring a Project Manager, Extensions Kitchener and Lakeshore West Team. This position will provide technical expertise and administration of planning, engineering, design, and construction of transit infrastructure projects
What Will I Be Doing?
Oversee and manage capital corridor infrastructure projects through all stages of planning, design, procurement, construction, and close-out; coordinate project management responsibilities, review project progress, identifies deficiencies and opportunities, and recommends solutions.
Reviews and evaluates consultant and/or planning studies, reports, design proposals, specifications and contract documents for compliance with Metrolinx policies, procedures and standards, and any other applicable industry guidelines or practices.
Manages multiple complex capital transportation projects from planning stages to commissioning and closeout, consistent with corporate commitments (budget, schedule, quality, etc.).
Coordinates procurement of contracts, property requests for acquisitions, purchase orders, change orders for supply/construction contracts and addenda for consultant assignments.
Manages all aspects of project scope of work; initiates, prepares, and presents agreements that govern the engagement of consultants, suppliers, and contractors for execution
Identifies the need for concept, preliminary or detail design alternatives, or value engineering opportunities.
Estimates project engineering, construction and contingency costs, and forecasts timeframes for project implementation and funding expenditures, including monitoring and updates through the use of advanced financial/project management software.
Manages projects involving effective coordination and liaison with a large number of internal and external stakeholders – including other areas of the Capital Projects Group and other Metrolinx departments, municipal or agency partners, third party utility companies and Railways.
Develop risk mitigation strategies to ensure compliance with Metrolinx policies and procedures, design and schedule requirements and to manage Metrolinx’s liability throughout the lifecycle of projects.
Oversee project scope and quality of work, identifies existing and potential issues, and initiates corrective action to mitigate project delays or budget impacts; determines what requires escalation and initiates appropriate action accordingly.
Collaborate and liaises with consultants, contractors, internal and external stakeholders which includes government agencies, municipal authorities, private utility companies etc. on Project Agreement, timelines, deliverables, changes and other issues impacting project progress, quality, cost, and safety.
Oversees day-to-day project construction from initial stages to testing and commissioning and handover progress; participates in related meetings and provides input to resolve issues.
Integrate corporate requirements, commitments and initiatives into projects, including design requirements, environmental assessment conditions, Railway requirements, municipal commitments.
Supervise the project team engaged in all aspects of the project management cycle.
Works with customers and community stakeholder relations to identify and rectify situations in a timely manner.
Maintains quality control and assurance on assigned project; ensures deficiencies/non-conformances are addressed immediately.
Identify and acts on issues and risks.; collaborates with Manager and other team members to ensure corrective actions are implemented.
Monitors, manages and reports on project budget and schedule
What Skills and Qualifications Do I Need?
Completion of a university degree in Engineering or related field – or a combination of relevant education, training and experience deemed equivalent.
Demonstrates years of experience in project management, preferably with large transportation /rail projects.
Demonstrates years of experience in managing projects involving the planning, design, construction, and commissioning of transit facilities, stations & parking infrastructure, bridges and heavy Railway track & structures in an operating Railway environment.
Demonstrated project management skills and experience to manage multiple complex projects under pressure to meet schedule, budget, and quality requirements.
A valid Ontario “G” Driver’s Licence is required for regular site visits.
Possession of a related designation, such as P.Eng. and/or Project Management Professional (PMP) is an asset.
Knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.
Demonstrated experience and application of supervisory principles and practices to supervise staff.
Demonstrated experience in managing projects involving planning, design, construction, and commissioning of transit facilities, heavy railway infrastructure, signals, bridges, structures, and related works.
Knowledge of various procurement models including AFP processes to identify opportunities for improvements and cost savings would be considered as asset
Excellent oral and written communication skills, as well as problem solving and negotiation skills to identify complex problems; review related information; evaluate options and implement solutions.
Understands theories, principles and practices of civil and architectural design and construction, skills and proficiency in broad phases of engineering application.
Knowledge of risk analysis and mitigation experience to identify permits-related planning and timelines issues across all projects to avoid punitive (e.g. financial, time, reputation) damages would be considered as asset
First-hand knowledge of Procurement Delivery, Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the transit/Railway construction standards and procedures
Problem solving and analytical skills to evaluate and address contractor performance issues and recommend plans for improvement to evaluate and address program impediments with the potential to disrupt or jeopardize the project or corporate objectives.
Project specific requirement for visits to construction sites during working hours and regular visits during evenings, weekends and/or holidays, as necessary.
