Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. The Office of the Chief Financial Officer is looking for a Manager, Intergovernmental Finance Policy to lead and coordinate funding submissions related to capital projects for federal, provincial and other funding/financing sources project delivery activities and lead financial analysis and other associated planning activities to support the development of the capital plan and other long-term funding strategies.
What will I be doing?
Supports the development of Treasury Board submissions and supporting documentation, in particular related to the financial and transit policy implications and requests for funding.
Supports the development of future funding opportunities including federal funding proposals to ensure Metrolinx funding and support the province’s objective to secure federal funding from the legacy federal infrastructure programs and the new suite of federal funding programs.
Leads ongoing review of government funding programs and non-traditional funding opportunities for specific programs such as sustainability initiatives, energy retrofits.
Co-ordinates with business units within the Finance Division and other Metrolinx Divisions on federal and provincial funding requests to support both future capital infrastructure investments and operating subsidies.
Leads Metrolinx input to federal funding program design for infrastructure projects to help inform project eligibility and the distribution of federal funding across Canada.
Responsible for leading the selection of Metrolinx projects for federal and provincial infrastructure funding with input from across Metrolinx.
Responsible for Metrolinx input and requirements under funding Contributions Agreements and ongoing monitoring and reporting to ensure Metrolinx complies with the requirements set out in the contribution agreement.
Leads and/or coordinates associated support and advisory activities, including maintaining, developing, and enhancing relevant linkages to other business units within Metrolinx and MTO, as required.

What Skills and Qualifications Do I Need?
Completion of a degree in Business, Accounting, or a related discipline – or a combination of education, training and experience deemed equivalent. Master’s degree in Business Administration, Economics, Public Administration is an asset.
Demonstrated experience providing advice to senior executives, ideally in the public sector, developing policy and communications materials; managing and reviewing written materials; managing special projects from inception to implementation, business acumen to manage complex and sensitive issues/tasks, timely flow of information along with stakeholder interaction. Experience in federal/provincial/municipal relations is considered an asset.
Accounting designation is an asset.
Knowledge of the theory, principles, and practices of policy development, board governance, business, and finance.
Project management, organizational, time management skills to lead development of federal funding proposals, financial analysis, and results-based planning projects.
Strong influencing/negotiating as well as political acumen capabilities to deal with a variety of stakeholders, agencies, and staff to ensure successful outcomes and achieve goals.
Understand complexities of large transfer payment programs like federal funding programs/payments.
Expert understanding of funding and financing opportunities used worldwide to support growth in transportation/transit services.
Expert negotiation skills to support multi-billion negotiations with various funding sources.
Collaboration, relationship management skills to liaise effectively with all stakeholders.
Verbal/written/presentation skills to develop reports, option papers, briefing notes, proposals and present to senior management, executives, Ministry of Transportation, Ministry of Infrastructure, Infrastructure Ontario, Housing Infrastructure and Communities Canada, and federal treasury board.
Analytical, evaluation, problem-solving, decision-making skills.
