The Program Integration and Delivery Office within the Capital Projects Group is hiring a Manager, Concept Development and Transit Oriented Communities. This position will provide management and oversight to station and rail corridor infrastructure projects . This role is accountable for managing a team of internal staff and will actively lead stakeholder engagement with developers, municipalities, consultants, contractors and internal stakeholders to execute projects while balancing their competing priorities.
What Will I be Doing?
Manage infrastructure projects through all stages including scope definition, concept development, procurement, preliminary and detailed designs, and development of technical specifications.
Oversee project activities to ensure compliance with good project management practices, reviews project progress, identifies deficiencies and opportunities, and recommends solutions.
Integrate multiple corporate requirements into projects, including technical design, community and municipal commitments, environmental assessment and property acquisition conditions.
Monitor project safety to mitigate risk, ensure compliance with policies and procedures, and initiate improvements, resolutions and/or preventative measures.
Review and evaluate consultant studies, reports, design proposals, specifications and contract documents for compliance with Metrolinx policies, procedures and standards, and any other applicable industry guidelines or practices.
Identify issues, risks and problems; collaborate with Senior Managers/Directors to ensure corrective action is implemented.
Estimate project engineering, construction and contingency costs, and forecasts timeframes for project implementation and funding expenditures, including monitoring and project reporting
Manage and monitor capital and operating budgets, analyzes expenditures, approve invoice payments, and monitors adherence to budget constraints; takes corrective action to address issues and ensures that explanations are provided for variances and exceptions.
Manage projects involving effective coordination and liaison with many internal and external stakeholders, including other areas of the Capital Projects Group and other Metrolinx departments, municipal partners, developers, regulatory agencies, utility companies, and Railways. Develop, foster and maintain relationships with internal stakeholders to define and incorporate project requirements, develop project implementation plans and monitor compliance.
Directly manage professional staff and provide direction to project team members. Coaching and motivating team members to achieve their goals and project deliverables
What Skills and Qualifications Do I Need?
Completion of a degree in applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
Demonstrated experience in engineering and project management related to the planning, design, and construction of transit facilities, station infrastructure, railway corridor infrastructure, and related works. Previous experience should include leading a team of technical professionals.
Valid Professional Engineer (P.Eng), Ontario Licensed Architect (OAA) or Project Management Professional (PMP) designations are considered assets.
Demonstrated proficiency in the theories, principles and practices of civil/railway design and construction; experience successfully managing the competing objectives of a large number of external and internal stakeholders.
Experience managing high-value, complex station and corridor infrastructure projects involving an operating environment. Strong project management skills and experience, including budget, risk, and schedule controls, leading cross-functional teams and consultants engaged in simultaneous projects and monitoring project activities for adherence to schedule, budget, and scope.
Demonstrated experience and application of supervisory principles and effective practices to manage staff in a unionized environment.
Knowledge of contract law, the Occupational Health and Safety Act, and construction standards and procedures applicable to operating Railway environment.
Strong problem solving and influencing skills to establish effective working relationships, negotiate, and deal with a variety of stakeholders both internal and external to the organization, along with the ability to gain cooperation from individuals not under direct authority.
Excellent oral/written/presentation and interpersonal skills with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment.
A valid Ontario Class G driver’s license is required to travel to various site locations, operational facilities, meetings, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record
Qualification in Canadian Rail Operating Rules (CROR) is an asset.
