Job Summary The Director of Data Governance will lead the development, implementation, and oversight of enterprise-wide data governance strategies and practices. This role is responsible for maintaining the corporate data dictionary, defining and enforcing data business rules, managing corporate mapping tables, and ensuring the integrity and quality of data across operational systems. The ideal candidate will bring a strong background in insurance operations and financial services, with deep experience in the Medicare programs. This individual will define and request data needs but will not directly manage data hands-on. Job Description Key Responsibilities Governance & Strategy Develop and enforce data governance policies, standards, and procedures, including foundational governance roles and stewardship responsibilities. Define and formalize data governance roles and ensure alignment with enterprise-wide governance frameworks. Promote governance through training, engagement, and certification programs. Partner with business units to ensure a single source of truth in reporting and analytics. Validate all fields in the enterprise data model with business partner sign-off. Certify datasets and enforce naming conventions to ensure clarity and trust. Achieve substantial completeness for production, roster, certification, and commission data feeds. Execution & Enablement In collaboration with the business, maintain and enhance the enterprise data dictionary to ensure consistent definitions and usage across the organization. Define, document, and maintain data business rules in collaboration with business and technical stakeholders. Manage and govern corporate mapping tables to ensure alignment across systems and departments. Streamline data flows and standardize metadata practices to improve consistency and usability. Build a governed dimensional model and automate data quality monitoring. Implement and monitor data quality rules, metrics, and dashboards to proactively identify and resolve data issues. Assist with field mappings to ensure accurate data integration and transformation. Conduct User Acceptance Testing (UAT) and data validation to ensure data quality and system functionality. Participate in and lead operational data governance meetings to drive alignment and accountability. Build consensus within the business on shared definitions, business terms, and logic to ensure consistency and alignment across departments. Compliance & Risk Management Ensure data governance practices align with regulatory requirements and internal risk management policies, including NAIC and HIPAA standards. Qualifications Required: Bachelor’s degree in Information Systems, Business, Data Management, or related field. Previous experience in data management, data governance, or data quality roles. Strong understanding of data governance principles, data lifecycle management, and metadata management. Experience working in an insurance operational environment. Experience in Medicare programs and financial services domains. Proven ability to manage cross-functional initiatives and influence without direct authority. Preferred: Master’s degree or relevant certifications (e.g., CDMP, DGSP). Experience with data governance tools. Familiarity with regulatory frameworks relevant to insurance (e.g., NAIC, HIPAA).
