Program Overview – Housing Operations, Housing Services
This position is accountable to the Manager, Housing Operations & Community
Development for the daily management of the physical, administrative and
operational components of the housing site (s).
This position is responsible for property management and administrative duties
in a subsidized housing environment. Also responsible for facilitating the
involvement of tenants in their housing community according to the enhanced
tenancy management and community development objectives reflected in the housing
program.
What You Will Do
- Responsible for Rent Geared to Income (RGI) administration for all tenants in
portfolio according to Housing Services Act. This includes annual income
reviews, required notifications and/or RGI calculations throughout the year
- Responsible for intake management, including background checks, generating
leases, facilitation of intake for tenants entering the portfolio and
orienting the new resident to the organization policies and procedures.
- Responsible for the collection of rents from tenants within assigned
portfolio and establishing payment schedules to manage any arrears.
Responsible for follow up Landlord Tenant Board (LTB) Notices as required.
- Responsible for working in collaboration with building services staff to
ensure units and building facilities are maintained in good repair. This
includes annual or other unit inspections, generating work orders, booking of
contractors, follow up and communication with tenant /staff regarding
building and/or unit maintenance work /progress.
- Educate tenants about basic and preventative maintenance issues, and their
responsibilities in maintaining their apartment as per signed
tenancy/occupancy agreement.
- Liaise, as required with relevant housing, building services staff or other
partnering agencies, on property management issues.
- Work in collaboration with relevant referring parties to manage intake of new
clients and minimize vacancy loss.
- Act as the on-site contact for contractors and third parties who are
accessing our facilities.
Housing Administration & Tenant Relations Responsibilities
- Utilizing a case management approach, provide ongoing support to participants
that assist them in obtaining and maintaining their housing and connect them
to a variety of community resources, through home visits, drop-in services,
accompaniment to community resources, and scheduled appointments
- Facilitate, support and encourage engagement of tenants in the ongoing
management of their building and participation in tenant community.
- Provide tenants with access to necessary information that impacts their
housing. Including their rights and responsibilities under the Residential
Tenancies Act, relevant policies and procedures of WoodGreen Community
Housing, Ministry of Housing and other legislation.
- Facilitate tenants’ participation to develop community standards, to resolve
conflicts and to mediate grievances in ways that meet the requirement of
WoodGreen, Ministry of Housing, Landlord and Tenant Act, Human Rights Code.
- Work with tenants to develop community policies, structures, forums to
address issues and needs identified by tenants and staff acting as an agent
of the Landlord, which affect the management of the housing community.
- Engage with, role model and facilitate positive relationships with individual
residents and community. Provide remedial support and access to resources,
referrals for residents managing situational and /or ongoing inter/intra
personal concerns.
- Develop Community Building programs to engage residents, to encourage social
interaction and inclusivity, and to support empowerment and self-sufficiency.
- Intervene in crisis/conflict situations and mediate disputes between
residents as it pertains to their tenancy. Work with tenant through issues
that impact security of housing and liaise with appropriate agencies and/or
other resources.
- Identify and address, either directly or through referral, barriers to
tenants maintaining their tenancy. Work from an eviction prevention model
to support tenant to maintain housing through regular follow up, case
conference meetings and liaising pertinent supports to tenant
- Monitor and review tenant needs and issues and communicate the information to
the Manager.
- Ensure proper documentation, including the taking of case notes, maintaining
various lists including a case list, and tracking budget related information.
- Act as a service broker, a mediator and a link with other agencies with the
consent of the tenant to support the tenant’s keeping his/her housing.
- Work with support providers and tenants to develop understanding about the
respective roles and responsibilities of each party.
General Responsibilities
- Carry out administrative procedures and maintain appropriate records with
respect to administration, finance, maintenance, tenants and community
development.
- Uphold confidentiality policies regarding tenant information and financial
matters.
- Work effectively as a member of a team.
- Prepare reports and update for the Manager, Director or VP as required.
- Responsible for upgrading training and education as directed by WoodGreen
Community Services to fulfill the responsibilities of the job.
- Ensure the anti-racism objectives and community development principles of the
organization are achieved within the program.
What You Bring to the Team
- Bachelor’s Degree in Social Services, or a related field.
- 2+ years of experience in social services with supporting individuals who
have history of street involvement and/or individuals with low income.
- Understanding of the Residential Tenancies Act, the Housing Services Act,
Ontario Human Rights Code, and Accessibility for Ontarians with Disabilities
Act.
- Property management experience including lease administration, rent
collection, and unit turnover management.

individuals with a history of mental health or addictions, and individuals
with a history of trauma.
- Demonstrate cultural competency with ability to communicate clearly with
individuals from diverse ethno-cultural backgrounds and levels of abilities.
- Ability to work collaboratively and individually, to multi-task, organize,
and prioritize efficiently.
- Strong interview, assessment, analytical and problem-solving skills.
