Job Description: Position Purpose Summary The Program Manager role supports the shelter team caring for clients with extensive experience leading gender-based violence (GBV) and trauma-informed programs in shelter and community service settings. Managing our multi-disciplinary teams, developing client-centered programming, and ensuring compliance with safety, confidentiality, and funding standards. This position combines strong leadership and crisis intervention skills with a deep understanding of intersectional gender issues, cultural sensitivity, and harm reduction approaches. Key responsibilities include managing counsellors and support staff, coordinating meetings, supporting departmental projects, and ensuring region reporting and guidelines are in place. This position requires strong organizational skills, attention to detail, and the ability to manage multiple priorities while maintaining confidentiality, compassion and professionalism. Key Accountabilities 1. Compliance with Shelter Standards/Program Development Assist with accreditation, program reviews, and other external / internal reviews to ensure compliance with shelter standards and report any issues which arise. Adhere to and enforce all legislation, policies and procedures affecting the workplace. Assist with strategic planning and actively participate in program planning, development and implementation in the areas of emergency and transitional program streams. Invite, encourage and develop staff participation in program development. Assist with the review of policy, procedures, and resident guidelines on a regular basis to ensure that they are relevant and compliant. 2. Case Management Program Program delivery is executed in accordance with social services best practices, Salvation Army Policies and Procedures, and Hostel Standards. Lead Case Management meetings and create length of stay reports Provide direct supervision of Casework and Housing Department. 3. Communications and Community Relations Participate in management and staff meetings. Coach direct reports with a minimum of monthly touchpoint meetings ensuring training needs and milestones are being met Maintain open, effective and timely communication with all stakeholders. Address any neighbour complaints which are beyond the supervisor level and inform the Director and appropriate agencies as required. Attend community meetings as required. Managerial & Technical Responsibilities Reports directly to: Director Direct Reports: Supporting Staff up to 15 Provide coaching and guidance to operational staff Working and supporting staff and clients in collaboration with other Program Manager Education, Qualifications and Certifications The successful applicant will have completed University Degree or equivalent experience in the Social Services Field Knowledge and understanding of program planning and management as well as violence against women and its effects on women and children Knowledge and understanding of Crisis Intervention Ability and maturity to work independently and under minimum supervision Valid Class 'G' Driver's License Valid WHMIS and First Aid and CPR certification Experience and Knowledge Minimum 2 years of working as a manager; experience at a non-profit social service organization. Strong proficiency in Office365, particularly Teams, Outlook, Word, Excel. Second language considered an asset Skills and Capabilities Exceptional attention to detail and accuracy. Excellent time-management and organizational skills. Ability to manage multiple priorities in a fast-paced environment. Strong written and verbal communication skills. High level of discretion and professionalism. Strong interpersonal skills and a collaborative work style. Sound judgment and problem-solving abilities. Compensation: The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
