Role
Reporting to the Senior Procurement Manager, the Procurement Manager is responsible for leading procurement efforts during the preconstruction phase within a defined geographic region. This role focuses on strategic sourcing, vendor relationship development, bid package coordination, and early procurement planning. Once a project transitions into execution, the Regional Procurement Manager ensures a seamless handoff to the execution-facing procurement team while continuing to support the region through management of their direct reports and vendor relationships.
Responsibilities
Preconstruction Sourcing & Vendor Strategy
Identify and qualify new subcontractors and suppliers in regions where the company is entering new markets or lacks existing relationships
Lead sourcing efforts for materials and subcontracted scopes during preconstruction, ensuring vendor coverage is in place to support bid and project development
Negotiate terms and conditions, Master Service Agreements (MSAs), and pricing during the pre-award phase.
Develop and maintain a regional vendor database and monitor vendor readiness for upcoming projects.
Bid Package Development & RFQ Coordination
Coordinate bid package creation in collaboration with Estimating, Engineering, and Project Services.
Issue and manage RFQs, track responses, log documentation, and support bid leveling and vendor recommendation processes.
Provide cost, schedule, and risk insights during the bid phase to inform decision-making.
Facilitate early vendor involvement to support constructability, value engineering, and accurate scoping.
Execution Handoff & Team Management
Ensure complete and organized handoff of procurement documentation, vendor details, and negotiated terms to the execution-phase procurement team once projects are awarded.
Serve as a regional procurement leader, overseeing and supporting the daily activities of assigned procurement personnel.
Provide mentorship and direction to regional buyers and coordinators, ensuring consistent process execution and issue resolution.
Act as a liaison between estimating, regional operations, and the procurement department.
Market Intelligence & Risk Management
Provide insights on material availability, lead times, price fluctuations, and supply chain risks in the assigned region.
Identify and flag critical long-lead items early to support schedule alignment and procurement planning.
Track and share regional trends, vendor performance, and market conditions to help guide sourcing strategies.
Qualifications
Bachelor’s degree in Supply Chain, Construction Management, Business, or related field preferred
5+ years of procurement experience in construction, utilities, renewables, or related industries, with a strong focus on preconstruction or estimating support.
Demonstrated experience in vendor sourcing, RFQ management, and contract negotiation.
Strong knowledge of procurement workflows and document management in preconstruction environments.
Ability to manage and develop a regional team of procurement professionals.
Proficiency in procurement platforms (Vista, InEight, Procore, etc.) is a plus.
Excellent communication, negotiation, and cross-functional collaboration skills
