Role Description
We are seeking an experienced Senior Advisor of Data & Insights to lead RTV’s data strategy. This role ensures that RTV’s evidence systems are credible, high-quality, and usable for decision-making, scaling, fundraising, learning, and influence.
The Senior Advisor will strengthen RTV’s reputation as a leader in data-informed development, overseeing both rigorous evaluation methods and the translation of data into actionable insights. They will lead the Data Insights and Innovation function under the Venn umbrella, which spans Monitoring & Evaluation, Research & Innovation (including pilots and experimentation), Data Science and AI/ML strategy, Data Engineering, and translation of data into key learning insights in collaboration with the Applied Learning team.
Key Responsibilities
Analytics & Insights
Oversee the Data Insights & Innovation and Data Collection & Integrity teams, ensuring high-quality data collection, management, and advanced analysis. Provide strategic direction for data analytics (descriptive, diagnostic, predictive and prescriptive) while translating outputs into actionable insights for program teams, funders, and partners.
Own the design, development, and governance of core data systems.
Ensure timely, credible impact reporting to funders, governments, and internal teams.
Research & Evaluation
Partner with your teams to design and oversee evaluation frameworks (DiD, quasi-experimental methods, RCTs where relevant).
Ensure RTV’s data products meet sector standards and strengthen our external credibility.
Insight Generation & Translation
Translate data outputs into insight briefs, toplines, and reports for internal and external stakeholders.
Work closely with Applied Learning and Program Implementation teams to ensure insights are embedded into program design, replication, and learning systems.
Support Communications in leveraging data for external storytelling and brand positioning.
Data Strategy & Governance
Establish and oversee data governance frameworks, policies, and compliance with privacy and security laws and standards.
Ensure data integrity and quality across collection, processing, and storage.
Build systems for the scalability of data as RTV expands across countries and user groups.
Team Leadership & Capacity Building
Manage a team of analysts, data scientists, engineers, and field integrity officers.
Mentor staff and build local data leadership capacity in Uganda and other regions.
Establish a culture of rigor, accountability, and innovation in data use.
Partnerships & Representation
Represent RTV’s data approach with funders, governments, and sector peers.
Build strategic partnerships with research institutions and data-for-development organizations.
Skills & Qualifications
Advanced degree (Master’s or equivalent experience) in Development Economics, Data Science, Statistics, or a related field.
10+ years of progressive experience in data analytics, research, or M&E leadership within the international development or data-for-development sector.
Strong grounding in research design and applied statistics
Demonstrated experience building and managing data systems that support decision-making at scale.
Proven ability to translate complex data into actionable insights for program teams, funders, and external stakeholders.
Strong leadership and team management skills, including experience leading multidisciplinary technical teams.
Excellent communicator with the ability to adapt technical content for diverse audiences.
Preferred Attributes
Experience working in sub-Saharan Africa or similar program contexts.
Established credibility with donors, government partners, or research institutions through applied work, thought leadership, or sector contributions.
Record of sector contributions (e.g., publications, conference presentations, or development of recognized data products/tools).
