The City of Edmonton's Open City and Technology (OCT) Branch is seeking a strategic and results-oriented IT Sourcing Analyst for its Vendor & Asset Enablement Section. This high-impact role is responsible for the full lifecycle of our technology contracts, from strategic sourcing to vendor performance. The successful candidate will manage a complex portfolio of hardware, software, and technology support services contracts and be instrumental in improving contract value, achieving cost reductions, and enhancing service quality. The ideal candidate is a polished negotiator with strong business and technology acumen, capable of building strategic partnerships with vendors, while supporting critical leadership decisions and 73 lines of business across the City of Edmonton.
What will you do?
Provide expertise and guidance on contract requirements and amendments, ensuring all purchasing activities comply with contract terms and corporate auditing policies
Serve as the functional bridge between external vendors and internal City partners, creating and leading positive working relationships to maximize value from IT hardware, software, and services
Lead negotiations with vendors for all IT hardware, software, or services, including coordinating with collaborators from the business, Law, and CPSS
Track, measure, report, and evaluate vendor performance, addressing poor performance and monitoring contract execution and progress
Review client needs, select the most appropriate procurement option, and may draft solicitation documents (like Requests for Quotes)
Work with vendors to gather recommendations and strategies to acquire the most appropriate software licensing models and renewal options to optimize cost savings
Act as the primary escalation point for questions and concerns from the OCT Branch and business areas related to IT agreements and contracts
Develop and document processes related to contract lifecycle management and maintain program standards for contract records management
Consult with business groups to analyze their IT contract and product/service requirements and provide in-depth service knowledge regarding the inter-relationships between business areas and third-party vendors
Leverage tools such as SAP (the City's enterprise financial application), DocuSign, and IT Service Management Software to improve service levels and control costs through effective administration
Post-secondary Diploma in a related discipline (e.g., Business, Law) and 3 years of IT Sourcing experience
OR one year related certificate and 4 years IT Sourcing experience
Assets:
SCMP (Supply Chain Management Professional) certification
ITIL Foundations or higher certification
Business Process Management (LEAN, Six Sigma, etc) certification
Familiarity with basic concepts of contracting and contract governance from a legal standpoint
Familiarity with City, Provincial, and Federal regulations, bylaws, and directives related to procurement (e.g., OSFI/CFTA/NWPTA/AIT)
Skills Required for Success:
A polished professional with the comfort and capability to communicate across multiple mediums (written, verbal) and at all levels of Municipal Government, from strategic to operational , combined with strong negotiation skills
Strong organizational skills, with the ability to work on multiple assignments simultaneously, assessing and prioritizing as necessary
Familiarity with basic concepts of contracting and contract governance from a legal standpoint , as well as procurement regulations, bylaws, and directives from all levels of government (Municipal, Provincial, and Federal)
Strong business and technology acumen, demonstrated by a general familiarity with technology hardware and software and high fluency in enterprise tools like Google and SAP
The ability to process information rapidly and a dedicated focus on continuous improvement
