Information Technology Services is also responsible for understanding the business objectives, future directions and unique requirements of the programs it supports. Technology Services provides services to core government ministries, Crown corporations and broader public sector organizations, and over 30,000 government employees. In support of government objectives to lower costs and improve service delivery, these clients have formed a partnership with Hosting Solutions BC to receive reliable and cost-effective services for the benefit of the citizens and businesses they serve across British Columbia. DESCRIPTION The Network Team Lead provides technical leadership and supervisory support for the Advanced Solutions network environment. This includes the full range of critical network and security services, such as acquiring, installing, and maintaining the network and managing and maintaining layered products. The Team Lead provides day to day supervision to network and security operations employees and contractors. The Team Lead provides the highest levels of technical expertise within the Network Services team and is expected to fulfill a leadership role, training and mentoring staff, and resolving complex technical problems. The Team Lead is responsible for coordinating the tasks of other team members and/or act as a project’s technical lead. The Team Lead may lead operational or project teams of four or more people, and is called upon to demonstrate leadership in supervising and empowering staff responsible for daily operations. The Team Lead will report to the Director of Physical Infrastructure and is responsible for providing technical leadership and expertise; team and/or project planning, organization, and supervision; as well as architectural design and/or development. The Team Lead is expected to identify areas requiring improvement as well as performing and/or lead the installation, configuration, operation, maintenance, problem resolution, and technology development of the Advanced Solutions network solution. This position will have highest-level administrator and operations privileges and will be expected to mentor and train junior staff in best use of these responsibilities. ACCOUNTABILITIES/DELIVERABLES Team Lead for Network (20%) · Evaluates constantly shifting priorities and assigns Tier 2 and Tier 3 staff and contractor resources as required to most effectively meet objectives; · Approves requirements for new procedures and for hardware/software solutions; · Supervises the planning and execution of client service orders and change requests (Firewall, Load Balancers, etc.) and the preparation and submission of change plans for internal systems; · Receives and resolves escalated issues from other teams and clients; · Works co-operatively and independently in a multi-team environment while demonstrating leadership in supervising and empowering staff responsible for daily operations; · Leads the resolution of complex, high impact, and high profile problems efficiently and effectively; · Utilizes problem solving skills to analyze and compile information to find innovative solutions to business problems in a team environment; · Demonstrate strong interpersonal and organizational skills in dealing with managers and clients to address issues within challenging timelines and limited resources; · Communicates professionally and effectively with clients, other team members, supervisors, managers; and business consultants both verbally and in writing, clearly, logically, concisely, effectively, and efficiently at an appropriate level, while maintaining professionalism and confidentiality; · Works with the Director to address and resolve human resources related matters; · Attends disciplinary meetings with the Director and HR where appropriate; and · Specifies, monitors, manages, and supports the performance and activities of employees by: o conducting scheduled coaching and performance meetings to set metrics and specific goals to improve performance and identify and reinforce positive behaviours; o managing employee attendance by tracking and providing feedback if absences increase and providing letters of concern for sporadic attendance; o monitoring and documenting employee performance results and development plans; · Ensures team members understand and comply with all policies, procedures, and legislation · Responds to team members’ requests for assistance and support relating to policies, procedures, customer service, and best practices; · Promotes a supportive environment that empowers employees to solve problems and address customer issues; · Focuses on the continuous improvement and motivation of their team to provide an effective and rewarding work environment; and · Reviews and, if appropriate, approves leave requests for time off work. Network Management and Operation (30%) · Trains, mentors, and provides direction to junior staff responsible for network and continual improvement; · Directs the technical and security review and sign-off of all change management affecting infrastructure, servers, networks, and firewalls for internal and client systems; · Identifies opportunities to improve operations and streamline processes; · Develops and supports network architecture changes in support of new services and operational improvements by integrating input from various technology groups along with financial considerations; · Identifies, defines, develops, approves, and implements policies and procedures regarding networks and monitors adherence; · Identifies, defines, approves, and participates in the development and documentation of network and configuration standards and procedures; · Evaluates configuration to maximize network performance and availability and minimize costs; and · Works closely with support staff to determine optimal system performance and stability requirements and confirm licensing. Change, Incident, and Problem Management (10%) · Ensures team members are following Advanced Solutions change management policies and procedures; · Ensures all incidents assigned to the team and/or vendors are accepted and resourced in an appropriate manner that meets or exceeds expected incident/problem service levels; · Responds to and/or leads technical staff in the resolution of complex/critical incidents and problems; · Assesses, prioritizes, and assigns incidents and problems to junior staff; · Ensures Management and the appropriate Client Business Analysts are aware of any ongoing high priority incidents and their resolution and any planned high-risk/impact changes; · Trains, mentors, and provides direction to technical staff in the resolution of non-complex/critical incidents and problems and in the scoping, planning, and implementation of changes; · Coordinates and plans customer support or project team related changes to systems and dependent infrastructure; · Plans, designs, and leads the installation and configuration of new/upgraded software, tests and validates functionality and stability, resolves issues, and installs into production; and · Monitor, manage and assign work in network ticketing queues. Projects (30%) · Provides technical expertise, advice, and support on network projects to management and customer development teams on new or enhanced applications ensuring that impacts are clearly understood; · Documents and plans project requirements, resources, schedules, and responsibilities; assigns duties; monitors and controls project process and resource usage; and ensures compliance with standards; · Schedules implementation into production, directs and/or installs, conducts post implementation reviews, and confirms attainment of project goals; · Contributes to and/or develops detailed implementation and upgrade plans, creates entities required to affect a program change, refers to customer migration control for migration to production environment, monitors completeness of migration, and verifies integrity of production environment; · Identifies new technologies/products for evaluation and directs the tests for the compatibility of all products with new or revised server environments, researches options for elimination or replacement, and evaluates and recommends acquisition of alternate products; · Researches and evaluates new technologies and provides recommendations for its use, exploring new features and passing to team; · Participates in setting up test environments for new products being researched; identifies, documents, and resolves problems involved; and provides advice on compatibility, supportability, and suitability to facilitate easy integration into existing environments; · Participates in system software and hardware projects to upgrade operating systems; and · Attends meetings to ensure that the intended progress is attainable and on time.
