- Provides advice/guidance and support on performance planning and performance management by assisting with the development of individual and/or organization performance plans, programs, processes, and policies.
- Leads the development of excluded compensation strategies by researching and analyzing public and private sector industry excluded compensation programs.
- Researches and provides process support to the People Services portfolio in area’s related to Management & Management Support MMS as well as non contract compensation initiatives.
- Performs other related duties as required.

The Client Partner, Non-Contract Compensation works collaboratively with the Client Partner, Management Services and is responsible for providing consultation, guidance, interpretation and advice to executive and non contract staff across Fraser Health Authority (FHA) in the areas of performance planning and management competencies, compensation management guidelines and the administration of the non contract Terms and Conditions of Employment through counsel with FHA Managers, Directors and Senior Leaders and associated legislation such as the Employment Standards Act, and the Public Sector Employers’ Act.
The Client Partner, Non Contract Compensation, researches and analyzes public and private sector industry non contract compensation programs and provides recommendations; performs internal equity reviews that require submission to HEABC, tracks and actions employee compensation matters such as; reporting on employees earning over $125k, yearly performance increases, LIGER executive leadership reporting, and other ministry salary initiatives.
The position interacts with all Management & Management Support MMS (non contract) staff at Fraser Health and collaborates with; People Services, Work Design & Compensation, Benefits and Employee Information, Payroll, Talent Acquisition and Onboarding, Planning and other Employee Experience teams. Provides consultation to other organizations and agencies, offering specialized information and guidance; determines and clarify issues with HEABC and other government agencies regarding non contract compensation and classification matters.
Responsibilities - Provides full range of salary administration functions for the non contract compensation program at FHA by consulting, advising, and educating individuals and groups on compensation strategies and guidelines to ensure and maintain internal equity consistent with ministry guidelines and provincial legislation. Plans and leads the implementation of approved compensation programs and related policies and procedures.
- Administers FHA’s total non contract compensation plan including compensation and benefits and the Non Contract Terms and Conditions of Employment by providing support on HR best practices for executive and non contract staff; provides operational support in the administration of the FHA Policies, Employment Standards Act, BC Human Rights legislation, Workers Compensation Act, Occupational Health and Safety Regulation and other applicable policies and procedures.
- Provides interpretation, information and organizational communication on the terms and conditions of employment and benefits for executive and non contract employees and terms and conditions of Employment; assists in resolving legal and/or terminated employee challenges, while also conducting research, negotiations, and drafting severance packages/agreements for terminated employees.
- Provides advice/guidance and support on performance planning and performance management by assisting with the development of individual and/or organization performance plans, programs, processes, and policies; works with all relevant parties to ensure that performance compensation processes are administered according to FHA, HEABC and PSEC compensation guidelines.
- Leads the development of excluded compensation strategies by researching and analyzing public and private sector industry excluded compensation programs; provides recommendations, prepares presentations and reports including cost analysis to support decision-making in the development of new and/or changes to excluded compensation program and strategy.
- Researches and provides process support to the People Services portfolio in area’s related to Management & Management Support MMS as well as non contract compensation initiatives such as; acting or special appointments, secondments, equity submission requests or other related employee changes.
- Resolves issues regarding non-contract employee salary concerns by reviewing the matter with the appropriate operational leader and/or non-contract employee, liaising with Payroll as required and negotiating a resolve to the dispute in question.
- Provides expert advice and engages in negotiations to shape and guide decisions concerning compensation and work design. Advocates for necessary changes in compensation and classification to address both immediate and future operational and service delivery requirements.
- Collaborate with the HR Data Analytics team to implement PowerBI/Dashboard solutions aimed at optimizing service delivery and enhancing operational efficiencies. Develop intuitive data reporting mechanisms to facilitate streamlined processes for HEABC compliance and provide accessible data platforms for Managers and employees.
- Participates in the development of authority wide compensation retention strategies establishing FHA as an employer of choice in a competitive landscape.
- Writes and develops user guides, course and training schedules, course contents, on-line orientation material including PowerPoint presentations, Intranet Pages and print material.
- Assist in the delivery and facilitation of virtual and in person education workshops and training sessions on compensation practices, performance management tool like MyJournal for Management & Management Support leaders and employees.
- Collaborates with various internal and external parties to contribute, support and strengthen assigned Employee Experience initiatives and practices.
QualificationsBachelor’s Degree in Business Administration (Human Resources) or a related discipline, supplemented with five (5) to seven (7) years’ recent, related experience in non-contract performance management in a large complex organization including experience in compensation and benefits management, or an equivalent combination of education, training and experience.
