The Proposal Director will be responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and Expressions of Interests (EOIs) for project pursuits. Major bids to be pursued by Strategic Business Development (SBD) are identified by EBC’s executive team.
Responsible for the management and oversight of EBC’s formal submissions in response to RFQs, RFPs, and EOIs;
Manage EBC’s project pursuit schedule and ensure adequate resource assignment;
Review and develop a detailed understanding of client proposal/bid requirements;
Develop proposal/bid calendars and responsibility matrices;
Create proposal/bid templates, resume templates, project specific sheet templates;
Prepare, edit, and format proposal/bid sections, resumes, and project sheets in preparation for proposal/bid close-out;
Track and ensure timely proposal/bid deliverables required from internal and external partners, including health and safety forms, proposal/bid forms, finance support letters, write-ups from various stakeholders;
Review existing proposal/bid content, project work plans, and other relevant sources of information to extract relevant content;
Perform compliance checks on all submittal documents;
Organize team reviews on behalf of the project team;
Ensure binders, USBs, tabs, covers and other required materials are ordered and available for final assembly of the proposal/bid;
Lead major proposal pursuits where EBC is the lead partner in a joint venture (JV) partnership;
Schedule and lead proposal RFQ and RFP meetings;
Manage proposal/bid submissions through EBC’s SharePoint portal;
Oversee and manage documents throughout the proposal/bid process whether through EBC’s portal or a JV partner’s bid document repository;
Update SBD’s key performance indicators (KPIs) dashboard, including proposal/bid pursuit status reports;
Develop formal presentations of proposals/bid, upon being short-listed and called in to present directly to the client;
Travel as required to work with JV partners to develop and close proposal/bid submissions;
Coordinate with EBC’s internal proposal team to develop critical proposal material, including JV logos, identity guidelines and overall graphical imagery of the proposal/bid submissions (tabs, covers, charts, resumes, project sheets);
Research and analysis of the industry to help identify market opportunities, and prepare formal executives overviews and reports;
Manage client’s data and input on SharePoint sites (input from client and all bid partners);
Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned, and report back to the project team;
Work and develop with the marketing team, Ontario Buildings marketing strategy.
Requirements
Experience in preparation of major proposals for public entities such as DCC, PSPC and Infrastructure Ontario (minimum 5 Years);
Knowledge of construction industry;
Operate in a deadline driven environment;
Demonstrated accuracy and attention to detail;
Advanced written and communication skills;
Excellent time management skills;
Advanced knowledge of Microsoft package including Word, Excel, Power Point, and Adobe software such as In-Design, Photoshop, Illustrator, Acrobat, Visio, SharePoint.
