Job Description Overview The Senior Director, Project Delivery (TI & BOP) is accountable for end-to-end EPC delivery of the Turbine Island (turbine-generator, condenser, feedwater/condensate, circulating water, auxiliary systems) and Balance of Plant (conventional island utilities, buildings, HVAC, fire protection, electrical distribution, I&C auxiliary systems, water treatment, site-wide infrastructure) for a nuclear new build project. This role ensures scope is delivered safely, on schedule, to budget, and in compliance with nuclear quality requirements, regulatory commitments, and commercial obligations. Your role Safety, Nuclear Quality & Regulatory Compliance: Set and enforce a nuclear safety culture and “Zero Harm” mindset across EPC partners and subcontractors. Ensure compliance with applicable codes and standards (e.g., CSA N286, ASME, CWB, IEEE, NFPA, local building codes) and conformance to Nuclear QA requirements (e.g., graded approach, hold/witness points, document traceability). Oversee licensing interfaces and ensure TI/BOP design and construction meet regulatory commitments, including design change control, configuration management, and records retention. EPC Delivery Leadership (Scope, Cost, Schedule, Risk): Own the Integrated Master Schedule (IMS) for TI & BOP scope; drive critical-path performance and float preservation. Manage EPC contract execution for TI/BOP, including Work Packages, change orders, claims prevention/defense, and commercial administration. Lead monthly earned value reviews and cost forecasting (Estimate at Completion), ensuring adherence to budget, contingency drawdown controls, and cash flow targets. Chair TI/BOP Risk & Opportunity reviews, maintain a dynamic risk register (technical, supply chain, constructability, commissioning), and drive mitigations with quantified impacts. Engineering, Procurement & Supply Chain: Oversee design maturity (0–100%) for TI/BOP, ensuring constructability, operability, maintainability, and standardization across units/fleet where applicable. Govern technical baselines (requirements, interfaces, configuration, V&V) and approve design changes affecting safety, cost, or schedule. Direct long-lead and critical procurement (turbine-generator, condenser, transformers, switchgear, pumps, heat exchangers, valves, HVAC equipment, fire protection packages, water treatment plants). Enforce supplier quality requirements (QMS audits, ITPs, FAT/SAT) and resolve NCRs promptly. Construction & Commissioning Management: Coordinate site mobilization, site logistics, temporary works, and laydown for TI/BOP. Oversee field execution (civil, mechanical, electrical, I&C) including productivity tracking, installation quality, weld/NDE programs, and system turnover readiness. Lead systemization & turnover strategy (MC, Substantial Completion, Provisional Acceptance), and integrate with startup/commissioning for TI/BOP systems. Ensure robust pre-ops/operations readiness: spares, O&M manuals, training, and maintainability plans. Interfaces & Stakeholder Management: Act as the single accountable owner for interfaces between NSSS/Island Vendor, TI, and BOP systems; resolve cross-contract clashes proactively. Align with grid operator, interconnection teams, and site infrastructure programs (roads, water intake/outfall, cooling towers/once-through systems). Engage with corporate functions (Legal, Finance, Regulatory Affairs, Supply Chain) and external stakeholders (regulator, insurers, lenders’ engineer as applicable). Governance, Reporting & Assurance: Provide transparent, fact-based monthly reporting: EHS, EVM, milestones, risks, issues, changes, claims, and cash flow. Lead independent readiness reviews (e.g., Construction Readiness, Commissioning Readiness, Hot Functional Readiness). Ensure data integrity across project systems (e.g., P6 for schedule, EcoSys for cost controls, ARM for risk management) and alignment with program PMO standards. Ethics: Ensure all project activities comply with corporate standards of ethical conduct, cyber-security, import-export regulations, intellectual property protections, and security clearance protocols. Nuclear Safety: Accountable for all aspects of nuclear and industrial safety including adherence with corporate and customer safety programs, development and enforcement of necessary training and requirements, adherence to corrective action programs and enforcement of performance standards for all of the above. About you Engineering degree (Mechanical, Electrical, Civil, or related). Advanced degree or PMP/PEng is an asset. 15+ years of large-scale power or nuclear new build/major retrofit experience; 10+ years in leadership roles delivering EPC scopes (preferably TI/BOP, conventional island). Nuclear Experience: Experience in Nuclear Reactor new design and construction projects preferred. Expertise in project controls (P6, earned value, cost forecasting), risk management (ARM or equivalent), and stage-gate governance. Experience in regulated environments and with regulatory/stakeholder engagement. Proven record of delivering >$500M+ TIC scopes with complex supply chains and multi-year construction. Strong working knowledge of nuclear quality frameworks (e.g., CSA N286, NQA-1 or equivalent), and major equipment (turbine-generator sets, condensers, large pumps, switchgear, transformers, HVAC, fire protection). Demonstrated success with claims avoidance/management, change control, and commercial administration under EPC contracts.
