Role accountabilities:
In this role, you will lead the Owner’s technical team to provide comprehensive engineering oversight throughout the construction phase, ensuring that all activities are executed in accordance with the Design-Build Agreement, technical specifications, and quality standards. You will be responsible for monitoring construction progress, reviewing technical submissions—including temporary works designs and quality management plans—and conducting periodic site audits for critical operations such as tunnel element fabrication, dredging, immersion, and system testing. Your technical leadership will ensure issues are identified early, solutions are effectively implemented, and all work meets regulatory, safety, and environmental requirements.
You will serve as the Owner’s principal technical expert, interpreting complex engineering specifications and providing informed recommendations on proposed changes, variations, and claims submitted by the Design-Builder. In this capacity, you will evaluate the impact of changes on project scope, schedule, and costs, and provide technical input to support payment certification milestones. Your expertise will be essential in optimizing designs for constructability and compliance, while maintaining rigorous documentation and records for regulatory acceptance and project completion.
In this role, you will actively manage technical risks and promote a culture of safety across all construction activities, with particular attention to underground, marine, and seismic challenges. You will ensure that engineering practices adhere to first-class Health, Safety, and Environmental (HSE) standards and proactively address geotechnical and logistical risks. Coordination of critical interfaces—including transitions between tunnel and roadways, existing infrastructure, and the decommissioning of legacy assets—will be a key part of your responsibilities.
You will also ensure that all construction methods and execution plans comply with the requirements of the Environmental Assessment Certificate and relevant permits, especially those governing sensitive in-stream works. By overseeing meticulous technical documentation and facilitating clear communication between the Owner, contractor, and regulatory bodies, you will support successful delivery of the project and maintain the highest standards of environmental stewardship and technical excellence.
Qualifications & Experience:
University degree in Civil, Construction, Mining, Geological Engineering, or a closely related discipline
Professional Engineer (P.Eng.) registration (or equivalent) in the jurisdiction of British Columbia
10+ years of construction industry experience, with substantial involvement in major civil infrastructure projects
Proven expertise in tunnel construction and underground works, including methodologies such as Immersed Tube Tunnel (ITT), cut-and-cover, deep shafts, and earth stabilization
Experience with Alternative Delivery Models, particularly Progressive Design-Build (PDB) projects
Strong technical oversight skills, including reviewing and optimizing designs for constructability and compliance
Direct experience with temporary works—planning, coordinating, executing, and removing structures such as shoring, platforms, and utility supports
Advanced knowledge in marine construction, dredging, and seismic/geotechnical engineering
Comprehensive understanding of Health, Safety, and Environmental (HSE) programs specific to underground and marine environments
Master’s degree in engineering or project management is considered an asset (or equivalent significant project experience)

The salary range for this position is $128,000 - $178,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
