Project Management Services
Our client views Project Management as the comprehensive management and control of all aspects of the project throughout all phases of its life cycle to achieve prescribed objectives defined in terms of the Project Manager.
Responsibilities: Through the application of appropriate management techniques, the Project Manager will lead and manage the efforts of the Project Team to achieve the objectives of the project to meet project requirements. The Project Manager is expected to work competently using several project management methodologies, including but not limited to waterfall, agile, and hybrid.
Other responsibilities of a Project Manager are, but not limited to following.
Project Initiation and Planning
- Responsible for regular communication with all project stakeholders' groups, including the project owner, project teams and resources, consultants, and staff.
- Responsible to direct the activities and deliverables of assigned project management resources.
- Review, record, and manage contract change management within the approval framework.
- Actively monitor all risks and opportunities to the project, communicating with project stakeholders, including but not limited to the project team, owners, and Service Providers regularly.
- Will be responsible for coordinating and managing all activities required to complete the projects.
- Responsible for project entry and data management within the project management framework and information management systems.
Budgeting and Scheduling
- Develop and maintain detailed project schedules, ensuring integration of capital and operating streams and providing regular updates to the manager.
- Operate within the approved project budget, providing weekly reporting and tracking, including both actual and forecasted monthly project spending.
- Manage implementation for conformity within the approved project requirements, including detailed scheduling and coordination.
Procurement
- The PM will work with consultants and external and internal stakeholders and be responsible for defining the requirements of the project, including the detailed design documents and specifications up to a tender-ready document package.
- Support and participate in the tendering process, including assisting the selection committee to award the tender to the qualified proponent and issue the contract.
- Development of project scope, quality, budget, schedule, risk, and adhering to all federal, provincial, and municipal acts and regulations, laws, and legislation.
- Develop the procurement plan in accordance with Manitoba obligations and policies for the project.
- Work with Manitoba to tender, recommend, select, and negotiate contracts with vendors.
Project Execution, Monitoring, and Controlling
- Delivery of project plan to ensure alignment of project goals and expectations, including management of Service Providers and contractors, manage and control project scope, schedule and budget, quality, risks, communications, stakeholders, and change control.
- Manage all changes to scope through the project charter and/or Change Order process, review and approve submitted costs, and track against both approved budget and schedule.
- Advise Management when a project budget increase or schedule delay is projected to occur. Work within guidelines to seek and obtain approvals.
- Responsible to manage project budget, including review and processing progress claims, advising on the timing of final payment and release of holdback monies.
- Biweekly/Weekly reporting and tracking, including Cash flow reporting of both actual and forecasted monthly project spend.
- Responsible to conduct start-up meetings, attend bi-weekly client meetings, and others as required. The PM will be required to provide regular communication, including reporting on project status, budget, and schedule using Manitoba systems and templates.
- Track and manage overall Project opportunities and risks. Maximizing opportunities and managing issues. Work with Stakeholders to inform the issue and provide recommendations to be communicated Project Manager as necessary.
- Manage quality assurance and control requirements, ensuring work conforms to the contract, including review of mock-ups and deficiency reviews.
- Responsible to manage and coordinate the provision of staff training on new systems.
- Responsible for project entry and data management within the Manitoba project management framework and information management systems.
Project Close Out
- Conduct project closeout review.
- Assemble and review all necessary project close out information, including transfer to operations, as-built documents, training manuals, etc.
- Lessons learned with all stakeholders and clients.
- Final project closeout.
Requirements:
- Minimum of ten (10) years of experience managing Information Technology projects
- Valid PMP Certification or Prince2 Practitioner certification.
- Expertise in project lifecycles, and project planning including Resource, cost, and schedule estimation.
- Experience developing business cases
- Experience in planning and managing projects in a Public Sector organization
- Experience managing multiple projects concurrently
- Excellent interpersonal and listening skills

- Strong communication skills: oral, written, and presentation
