Position Summary
Under the direction and supervision of the Director of Missing and Murdered First Nation Peoples (MMFNP) Unit of the Assembly of Manitoba Chiefs (AMC), the Policy Analyst is responsible for conceptualizing, researching, analyzing complex policy issues, and developing strategic recommendations to support First Nations decision-making processes as they relate to Missing and Murdered First Nation Peoples (MMFNP). The role involves advocacy, engagement, and monitoring of the implementation of initiatives that respond to the crisis of missing and murdered First Nations individuals, including men, boys, women, girls, and 2SLGBTQQIA+ people.
Key Responsibilities
Develop consultative networks with First Nation organizations, grassroots groups, non-government entities, and government departments to access information on a broad range of complex issues that impact policy formulation and integration related to MMFNP.
Conduct environmental scanning and prepare reports on regional and national issues and related processes relevant to MMFNP policy implications for First Nations.
Research, analyze, and formulate recommendations to support the implementation of new or revised policies and make informed recommendations on policy integration affecting First Nations.
Identify and assess emerging and contentious issues requiring anticipatory research and strategic response.
Provide policy and strategic development support on politically sensitive issues, ensuring culturally grounded and community-informed approaches.
Support regional and national processes by providing research, analysis, and recommendations to revise or implement policies addressing violence against First Nations peoples.
Evaluate the effectiveness of policies and programs related to MMFNP and provide guidance for improvement.
Plan, conduct, and coordinate studies, community reports, briefing documents, and strategic papers.
Represent AMC on committees, task forces, focus groups, and roundtables as appointed or directed by the Executive Director, including facilitating and organizing meetings.
Develop funding proposals to support annual work plan activities and initiate leadership-approved initiatives.
Other duties as assigned.
Qualifications
Bachelor of Social Sciences or a related discipline. Equivalent combinations of education and experience may be considered.
Minimum 5 years of experience conducting research, analysis, and preparing recommendations on issues impacting First Nations.
Demonstrated knowledge of First Nations culture, history, Treaty and Inherent Rights, and lived realities.
Understanding of First Nations research methodologies and culturally appropriate engagement strategies.
Experience incorporating trauma-informed, violence-informed, and survivor-centered approaches to policy, service delivery, and analysis.
Strong knowledge of the National Inquiry into Missing and Murdered Indigenous Women and Girls Final Report, National Action Plan, and relevant Calls for Justice—especially those inclusive of men, boys, and gender-diverse people.
Proven ability to build and maintain relationships with First Nations citizens, internal AMC units, and external stakeholders.
Working knowledge of statistical tools, policy frameworks, and analytical methodologies.
Strong communication skills, including the ability to present, write, and engage with community members, leadership, and policymakers.
Exceptional research, interviewing, fact-checking, and proofreading abilities.
Ability to work respectfully and effectively with individuals at all levels, both within and outside the AMC.
Self-motivated, well-organized, and able to work independently with minimal supervision.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Adherence to AMC policies and procedures with particular attention to confidentiality, professionalism, and attendance.
Able to work flexible hours and travel to First Nations communities upon request.
Must possess a valid Class 5 driver’s license and have access to a reliable vehicle.
Must provide a current satisfactory Criminal Record Check and Clear Child Abuse Registry Check.
