Key Responsibilities: Business engagement – work with various interested parties to understand the business objectives and requirements to ensure the program and project outcomes align with those expectations and deliver business benefits in a cost-effective manner. Planning and execution – define and drive the overall program plan and subsidiary project plans, including scope, resources, budget, schedule, and deliver against the approved plan. Financial management – Manage the program and project scope, schedule, and resources within the approved budget; monitor and track financials and address variances as appropriate. Risk and issue management – anticipate program, project and related enterprise risks, develop mitigation strategies, and facilitate resolution of issues to lessen negative impacts to cost, schedule and quality. Organizational change management – work with our organizational change management team and impacted units to ensure processes and resources are defined to ensure business and IT operational teams are prepared to accept and adopt the changes. Additional Responsibilities: Champion the use of Alberta Blue Cross’s Enterprise PMO methodology to ensure consistency and alignment across your initiatives. Foster a respectful, positive, and inclusive working environment that reflects Alberta Blue Cross’s core values, and effectively manage conflict when it arises. Mentor and support team members, helping them grow their skills while contributing effectively to project goals. Manage cross-functional teams, ensuring collaboration and alignment among business areas, IT, vendors, and other stakeholders. Act as a point of escalation to resolve team challenges, roadblocks, and resource constraints. Contribute to enterprise planning by sharing lessons learned, best practices, and supporting portfolio-level alignment across projects. Prepare and deliver clear, timely communications and presentations to stakeholders at various levels of the organization. Collaborate with Project Managers to share knowledge and ensure strategic alignment across the organization’s project and program portfolio. Qualifications and Experience: Education and Professional Credentials: A post-secondary degree or diploma in business, information technology, or a related discipline is required. An equivalent combination of education and experience will also be considered. Project management certification is required (for example PMP®, PRINCE2, PMI-ACP). Program management certification (for example, PgMP®) is a strong asset. Certification or practical experience in Organizational Change Management (e.g., Prosci) is an asset. 10 or more years of progressive experience in project management with demonstrated proficiency across the full project lifecycle, with at least 5 years of program management experience and proficiency. Proven ability to lead the delivery of complex business and technology solutions (e.g., business applications, infrastructure) from concept through implementation and operational transition. Experience in successfully managing programs and projects in a remote and hybrid team environment, with cross-functional teams that include business, IT, and vendor resources. Strong understanding of the System Development Life Cycle (SDLC) Hands-on experience with Agile, Waterfall, and hybrid delivery methodologies in enterprise environments. Demonstrated experience in vendor management, including engagement, oversight, and performance evaluation of third-party service providers. Leadership & Interpersonal Skills: Proven leadership in building and guiding high-performing teams while fostering collaboration, accountability, and trust. Strong organizational, planning, and delegation skills, with a focus on delivering measurable outcomes and managing competing priorities. Advanced communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels, including project teams, senior executives and external partners. Proven ability to build and maintain effective relationships with internal business leaders, external partners, and vendors to support project success and alignment. Program and Project Management Knowledge & Tools: Solid knowledge of program and project management principles, frameworks, and tools, including planning, risk management, budgeting, and reporting. Proficiency in project management and collaboration tools such as MS Project, JIRA, ServiceNow, SharePoint, and Power BI is considered an asset. Strong analytical and problem-solving skills, with the ability to navigate ambiguity and resolve complex issues.
