Job Description PURPOSE The Assistant Director of Resident Services, reporting to the Director of Resident Services, oversees the Clinical Nursing Program at Villa Colombo Toronto (VCT), ensuring high-quality care for Resident Services. This role manages Quality Programs, Risk Management, and Clinical Professional Development, adhering to legislative and budgetary requirements. Additionally, as part of a Best Practice Spotlight Organization, the Assistant Director assesses, implements, monitors, and evaluates RNAO's best practice guidelines, fostering partnerships to enhance resident care through evidence-based practices. PRINCIPLE RESPONSIBILITIES Oversees the Continuous Quality Improvement & Risk Management program for the organization, collaborates with teams, families, and residents to develop the QUIP annually, and monitors resident care indicators, reviewing them quarterly and annually. Identifies and implements quality initiatives that improve VCT’s services to residents and ensures that appropriate policies and procedures are in place resulting in high levels of care and service. Work with staff and residents to identify opportunities to improve standards of care and monitors healthcare environments to identify best practice opportunities, improving resident care outcomes. Familiar with current LTC legislation, knowledgeable about the principles of evidence-based practice, and experienced in implementing RNAO best practice guidelines, adult education, and change management principles. Exhibits team-building, consultation, coaching, leadership, and motivational skills, with project management experience and strong facilitation abilities. Possesses knowledge of long-term care programs and the ability to work with a range of internal and external stakeholders. Supports the implementation of evidence-based practices for long-term care (LTC) homes. Participates in the development of strategies and approaches to integrate best practice guidelines and other evidence-based practices in LTC by working with leadership teams and clinical teams, including both regulated and unregulated staff. Proactively keeps current to ensure that standards of care and procedures comply with Ministry of Health and other legislative requirements. Manages all BPSO activities and reports, oversees BPSO sustainability data submission, implements relevant changes, and transfers new knowledge to nursing staff and other interdependent disciplines. Ensures that all resources—human, fiscal, and capital—are planned, allocated, and used effectively and efficiently within the resident care teams through a quality care and best practices evidence-based lens. Ensures direct staff reporting have annual Performance Management, Attendance Management, and staff development plans that are implemented and monitored appropriately, contributing to higher service levels for residents. Maintains current knowledge to ensure that all staff comply with Occupational Health and Safety standards and contributes to maintaining a healthy and safe workplace. Ensures that appropriate policies and procedures are in place to govern nursing practice in compliance with professional standards aligned with BPSO evidence-based practices. Supports clinical leads for resident services staff by providing the educational resources required for professional growth and service skills to meet residents’ changing care needs. Performs other related duties as assigned. B. ACCOUNTABILITY FRAMEWORK: QUALITY CARE AND SERVICE Maintain a safe environment for the residents and clients. Leads all quality care initiatives, supports RNAO-BPSO designation activities and proactively seeking leading edge initiatives to enhance resident care opportunities to become centre of excellence. Oversee the implementation of, and adherence to, policies, procedures, and protocols to ensure standards and quality of care and service are delivered to residents. Supports quality care recommendations and presents to the Leadership Team regarding any systems, devices, or strategies that enhance resident, visitor, and staff safety and wellbeing. Communicate with residents, family members, Board of Governors and staff as required. Meet regularly with the Director, Resident Services and other interdisciplinary team members, to collaborative quality projects and data results sharing activities. Work collaboratively with other managers and directors; with physicians and other professionals; and with members of the Board of Directors. Attend resident safety in-services and takes action to address unsafe conditions and procedures. Adhere to policies and procedures of Villa Colombo and regulations always set out by the Ministry of Health and Long-term Care. Participate or Chairs Committees as assigned. Oversee and/or lead all clinical based committees, i.e., Infection Control Committee, Skin & Wound Committee, etc. Active member of the senior management team and shares information and knowledge that enhances other disciplines to deliver quality care and services to residents. Orient new staff members to ensure understanding and delivery of quality care and services to residents. Ensure all staff, volunteers and contractors working within their area(s) of responsibility understand resident safety practices and comply with established resident safety policies and procedures and ensures/conducts thorough investigation and documentation of all employee related incidents. Plan and implement all education/training for direct care and other employees as per the Ministry of Health and Long-Term Care Education protocols. Plan, seek feedback and conduct gap analysis for identified areas in the sector to select and implement Best Practice Guidelines for designation sustainability. Responsible for attendance for all direct reports. Ensure all direct reports complete all assigned in-service and online education/training. RESPONSIBLE USE OF RESOURCES Utilize outside resources, such as professional bodies, hospitals, nursing homes, and long-term care facilities as needed and maintains partnerships and collaborative OHT BPSO designation status. Plan and promote programs for efficient and effective nursing/medical/office supply usage and procurement. GROWTH & INNOVATION Participate in the organization’s strategic planning process and operating planning process in a proactive manner that prepares for residents’ changing needs. Ensure strategic priorities and directions are implemented as per plan. Identifies efficiencies and best practices that continuously improve quality care and service delivered to residents. Responsible for ensuring own education and continuing competence and registration. Stay abreast of new trends in Nursing technology & processes and implement innovative ideas to support leading practices. DYNAMIC PARTNERSHIPS Work with the Director, Resident Services, Senior Team, and the Operational Management Team to ensure that there is a clear vision and direction for the Quality and Risk management Program. Establish collaborative working relationships with Senior Team and management staff to achieve the vision. Work with residents and their families to ensure they are part of the care team. Develop and collaborate with the resident services team to ensure quality care and services. Identify, develop and maintain partnerships with external providers to learn and share ideas and maximize service for the residents, collaboration with OHT on BPSO strategies . Good computer skills (Word, Excel, Outlook). Knowledge of Point Click Care and Point of Care an asset EXPERIENCE & EDUCATION Registered Nurse with a current Certificate of Competence from the College of Nurses of Ontario. Postgraduate preparation in Nursing or Administration preferred. At least five (5) years of experience working as a Registered Nurse with a wealth and depth of experience and knowledge gained through a progressive career path in strategic leadership in health care; preferably in the long-term care sector. Advanced knowledge of the Ministry of Health and Long-Term Care Standards, government agencies that support the health care sector, the Long-Term Care industry, applicable legislation, RAI-MDS, Quality & Risk Management, RNAO-BPSO Program and Accreditation Canada. Experience in implementing and leading continuous quality improvement programs, BPSO Program and experience with Risk management. Demonstrated strong commitment to “best practices” and implementation of best practices. A solid understanding of resources planning and management, health care funding and budget management; “thinking-outside-the-box” to maximize resources and ensure the highest quality of care. Current knowledge and application of long-term care nursing standards and best practice guidelines. Administrator’s certification an asset.
