SUMMARY OF DUTIES
Reporting to the Manager of Commercial Districts and Small Business, the Senior Business Development Consultant – Downtown & Commercial Districts is responsible for the development and implementation of innovative business investment and attraction initiatives in Downtown Hamilton and other strategic commercial districts/corridors that will have the effect of attracting and retaining new businesses and investments, increasing property tax assessment, and leading and/or supporting City efforts and initiatives generally supporting the revitalization of Downtown Hamilton and the strategic commercial districts/corridors as vibrant and attractive places for people to live, work, visit and invest in.
GENERAL DUTIES
Leads the development of business retention and investment attraction initiatives for Downtown Hamilton and strategic commercial districts/corridors including leading and coordinating responses for major business/development location and/or investment inquiries.
Generates new leads to attract businesses and investment to Downtown Hamilton and strategic commercial districts/corridors that will increase the City’s property tax assessment generated from these areas including leading associated marketing and branding initiatives.
Serves as the principal liaison/point of contact to businesses and other stakeholders, including, developers, investors, site selectors, realtors, councillors, consultants, the Chamber of Commerce, Provincial and Federal Ministries, City staff and the public respecting business/economic development initiatives and revitalization efforts in Downtown Hamilton and in strategic commercial districts/corridors.
Works with property owners and potential investors to create revitalization opportunities and support new development within Downtown Hamilton and strategic commercial districts/corridors including evaluating major/complex requests for proposals on public and private lands, as required.
Monitors and examines market conditions and emerging trends which may affect existing and potential business attraction and investment trends in urban environments, particularly as it relates to the office, commercial/retail and residential sectors and makes recommendations for changes to specific sectors being targeted, changes/updates to incentive programs and/or modifying existing City policies/processes.
Leads complex special projects/initiatives supporting revitalization efforts in Downtown and strategic commercial districts/corridors.
Provides leadership and support to the Commercial Districts and Small Business section for responding to investment leads, inquiries, and serves as a key contributor to the creation and delivery of the section’s financial incentive programs.
Evaluates the implications of Federal, Provincial and Municipal financial policies as it relates to supporting the revitalization of Downtown Hamilton and strategic commercial districts/corridors.
Makes presentations to stakeholder groups, attends public meetings and works closely with City staff across departments to support economic development initiatives and priorities.
Implements an established work plan and achieves agreed upon annual performance objectives and measures set by the Manager, Commercial Districts and Small Business and division/department.
Serves in the capacity of Acting Manager, Commercial Districts and Small Business as required.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Performs other duties as assigned which are directly related to the responsibilities of the position.
QUALIFICATIONS
Proven knowledge in economic development, land development/financing, urban planning, urban revitalization and marketing/branding normally acquired through the completion of a University Degree in Economics, Geography, Commerce, Business, Urban Planning or other related discipline or through a combination of education and relevant work experience.
Progressively responsible experience in business development and/or the urban/economic regeneration with an understanding of land development practices, project financing
Analytical, statistical, and research skills.
Demonstrated experience in investment opportunities and reviewing financial/tax implications as well as understanding loan, grant and joint venture financing. Sound fundamental understanding of land development needs.
Working knowledge of the Ontario Municipal Act and Planning Act.
Working knowledge of commercial/residential/institutional land development. Must have knowledge of real estate values and how to assess values as part of program implementation.
Must have excellent verbal and written communication skills and ability to relate effectively with peers, all levels of City leadership, business clients, City Council and the media.
Ability to communicate effectively with the public and government agencies.
Working knowledge of Microsoft Word, Excel and database software applications, such as Salesforce.
Ability to manage, supervise and balance a number of projects simultaneously and meet deadlines is essential.
Capable of working independently as well as part of an interdisciplinary team.
Provision of a vehicle for use on the job. Must possess a valid Class "G" Driver's License.
THIS POSITION REQUIRES A VALID CLASS “G” DRIVER’S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.
