The Office of the Registrar is responsible for student recruitment and admissions, direct and online service to current students, including registration, financial aid, scholarships, academic assessments, graduation and petitions. It also provides course scheduling, administration of tests and exams, enrolment data analysis and business intelligence.

Your Opportunity:
Reporting to the Registrar and Assistant Dean, Strategic Enrolment Management, the Manager, Communications provides strategic leadership for a team of marketing and communications professionals within the Office of the Registrar (RO). This role is responsible for developing and executing communications plans and strategies that support enrolment goals and engage future and current students, internal stakeholders, and external audiences across the enrolment cycle.
The Manager oversees the planning, delivery, and evaluation of marketing and communications initiatives across the RO, ensuring alignment with institutional branding and enrolment priorities. They lead a collaborative team, offering guidance on content development, campaign execution, and best practices in digital and print communications. The role includes full managerial authority over staff, encompassing human resources, labour relations, and financial oversight.
As the department’s communications expert, the Manager advises the Registrar and RO Directors, ensuring consistent messaging across websites, social media, and promotional materials. They also work closely with UTSC’s Marketing and Communications team and tri-campus colleagues to align with broader university strategies and brand standards and to advise on campaigns and advertising.
The Manager is responsible for producing a range of communications—including email, web content, social media, presentations, and reports—some of which may be sensitive or confidential. A strong awareness of current events and issues is essential to effectively communicate with diverse audiences, including students, staff, faculty, and external partners.
Essential Qualifications:
I. EDUCATION:
- University degree with a focus on strategic marketing and communications, or other related disciplines; or acceptable combination of education and experience
II. EXPERIENCE:
- A minimum of five (5) years of related experience in the areas of strategic marketing and communications; writing and developing high impact communications; experience working with senior leadership and project management experience.
- Sound experience leading a marketing and communications team and working with different abilities and strengths.
- Direct experience and proven success in the development, implementation and assessment marketing and communications plans.
- Proven knowledge of best practices and emerging trends in marketing and communications education sector.
- A commitment to diversity and inclusion as an integral component of a quality university experience, coupled with knowledge of current issues around access, equity and success for a diverse student and staff population.
- Demonstrated experience in conflict resolution and/or mediation in highly charged situations.
- Experience managing full-time staff, preferably in a unionized environment.
- Experience with reporting and budgets.
III. SKILLS:
- Strong leadership ability to deploy marketing and communication strategies and plans, in alignment with the campus enrolment goals and strategic plan.
- Superb oral and written communication skills, including effective presentation skills and the ability to draft responses for senior leadership involving sensitive matters that require a global media awareness.
- High degree of political acuity and judgment. Must show evidence of a commitment to equity, diversity, inclusion, and the promotion of a respectful and collegial learning and working environment.
- Ability to build collaborative, long-term relationships internally and externally.
- Ability to identify and mitigate risks while using sound judgment to appropriately respond.
- Proven ability to deal with sensitive matters that require professional judgement and confidentiality.
- Must have a strong and creative appreciation of academic values and a commitment to student development and success, including principles of equity, diversity and inclusion.
- Have knowledge of systems to track, analyze and capture work requested and data for types of requests/work (i.e. ticketing systems, social media analytics).
- Ability to effectively lead a team by providing clear expectations and performance measurements.
- Ability to effectively formulates and establish objectives and priorities.
- Strong ability to orchestrate change management and diplomatic problem-solving with a commitment to the student experience, academic mission and demonstrated ability to develop and encourage trusting, credible, honest, and ethical relationships with team members and others.
- Proactive learning to stay informed of trends, and to anticipate and respond to changes.
- Ability to manage resources and achieve goals on time and within approved budget.
- Demonstrated ability to identify process gaps or areas for improvement and implement changes for maximum efficiency.
- Ability to interpret and apply a broad range of institutional policies and procedures.
- Strong research and assessment skills to determine improvements required.
