Role Overview:
The Government of Ontario is embarking on a large Data & AI transformation initiative. Core to the transformation is the enablement of the Ontario Data Platform (ODP), which is being developed as the enterprise technology ecosystem for everything Data & AI. ODP is a modern ecosystem of data solution consisting of data ingestion technologies, storage, processing and visualization as well as solutions related to data governance, quality, marketplace, etc. ODP will initially serve all internal government clusters, ministries and program areas, but also external agencies in the future. We are looking for an experienced senior IT enterprise strategist to support the development and implementation of Data & AI strategies spanning technology, people and processes. The individual will also assist the leadership team with various activities related to enterprise architecture, business case development, procurement, communication, partnership management with clusters and ministries.
Key Responsibilities:
Lead and contribute to the development of ODP’s technology strategy in alignment with enterprise strategy and architecture
Lead the development of strategy execution plans and ODP roadmap
Lead and contribute to the development of ODP development and operational processes
Evangelize strategy and implementation plans with various stakeholders to secure buy-in
Collaborate with Enterprise Data Stewardship to ensure strategic and execution alignment and support
Partner with various IT clusters and ministries to support the alignment to ODP
Lead and contribute to the creation of strategic and tactical executive communication and general collateral
Contribute to enterprise and solution architecture, management and financial artifacts
Actively lead and participate in program and project management of various ODP initiatives
Lead the creation and execution of RFP’s, RFS’s to support the capability growth of ODP
Responsibilities:
Develops recommends, implements and manages IT Enterprise Architecture (EA) strategy and architect deliverables for the organization
General Skills:
Demonstrated experience in development and implementation of Enterprise Architecture
Knowledge and experience in Application architecture, Technology Architecture, Artificial Intelligence (AI)
Demonstrated Strategic thinking and development, aligns strategic objectives with technology and resources
Ability to define business capabilities and processes
Experience providing direction on operationalizing business strategy including systems, processes and required data.
Demonstrated Transformation thinking, and understanding of data interdependencies
Experience identifying technology risks and mitigations
Experience developing IT strategy aligned with business vision
Ability to streamline application landscape for optional performance, decommission redundancy and reduce cost
Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; presentation skills; interpersonal and negotiation skills
A team player with a track record for meeting deadlines
Desirable Skills:
Experience in Stakeholder Engagement including presentations and briefing notes and conducting / facilitating meetings

Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
Knowledge and understanding of Information Management principles, concepts, policies and practices
Experience writing business cases including current state assessments, establishing goals, outcomes and creating plans to achieve them.
Ability to track and report on deliverables across multiple large scale complex projects
Experience with custom builds, SaaS adoptions, onboardings to enterprise systems
Nice to have:
prior OPS or public sector exp.

Experience writing business cases including current state assessments, establishing goals, outcomes and creating plans to achieve them.
Experience creating project charters, RACI, establishing governance structures
Experience creating project updates, drafting and seeking approval on formal change requests, and closeout reports
Experience creating work breakdown structures, and managing multiple implementation teams
Experience creating process & service measures and indicators
Experience writing business requirements, background materials and drafting briefing materials.
Experience completing intake and project initiation activities including creating project charters, project outlines and business cases
Experience completing detailed options analyses including feasibility assessments, jurisdictional, market and literature scans.
Project Planning and Delivery:
Ability to track and report on deliverables across multiple large scale complex projects
Hands on technical experience leading agile teams while providing timely and easy to understand briefings for executives
Experience implementing and running governance structures
Experience with custom builds, SaaS adoptions, onboardings to enterprise systems
Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
Experience planning and leading release management activities
Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
Ability to promote I&IT project management best practices and adherence to standard methodologies
Ability to Create and track integrated project plans (including scope, schedule, and resources)
Monitor and report on project progress through stand-ups and weekly status updates
Track project level Risks, Issues, Actions and Decisions and report it up to the program manager
Create detailed iteration / sprint plans and manage sprint execution from kickoff through retrospective
Experience providing onboarding and orientation of new staff / project resources
Knowledge of the software development life cycle, software design, development and integration, database concepts, user interface design principle, change management, quality assurance, risk management, disaster recovery planning, business continuity planning
Communications:
Strong communication skills to prepare documentation, including but not limited to; reports, reviews, assessments
Ability to present ideas and suggestions clearly and effectively and in a user friendly manner; maintain a high level of customer service to both internal and external clients
Ability to communicate designs and development in clear and understandable manner
Ability to effectively brief senior executives on project status, risks, complexities, dependencies and issues.
