This position will be required to work from racetracks across the Province of Ontario. Our area of search will be for candidates who reside within the region where the majority of racetracks are located.

The Regulatory Compliance Branch is seeking an experienced Race Official to help support the integrity, safety, and fairness of horse racing in Ontario. In this role, you will apply your knowledge of the Horse Racing Licensing Act and the Rules of Racing to observe and enforce regulatory requirements, while respectfully engaging with racetrack officials, owners, trainers, drivers, and others involved in the care and management of horses. This position contributes to a safe, inclusive, and well-regulated racing environment by promoting consistent standards and positive working relationships across the industry.
In this role, the successful candidate will:
Oversee racetrack and race day operations, making timely decisions to ensure races are conducted safely, fairly, and in compliance with the Rules of Racing and regulatory requirements.
Conduct and support investigations into alleged rule violations, collaborating with the Central Adjudication Room and providing clear, evidence-based input for hearings and appeals.
Issue rulings, assess penalties, and participate in hearings or appeals to uphold the integrity and consistency of regulatory decisions.
Ensure accurate completion of all required race documentation, including daily reports, race programs, and official race charts, in coordination with the Senior Race Official and other officials.
Supervise qualifying races and key race office activities, such as monitoring post-position draws, to support transparent and well-regulated race operations.
The ideal candidate will have:
Extensive experience in horse racing, management or officiating roles.
Familiarity with relevant federal and provincial statutes and regulations affecting horse racing.
In-depth knowledge of the Thoroughbred, Standardbred, and Quarter Horse racing rules and regulations, the appropriate Field Manuals, as well as AGCO Protocols.
Understanding of legal procedures and ability to conduct fair, impartial, and evidence-based hearings.
Strong horsemanship skills, including knowledge of racehorse training, care, and management.
Demonstrated track record of strong compliance within the racing industry.
Completion of all required examinations for accreditation as a Race Official in Thoroughbred, Standardbred, and Quarter Horse racing.
Completion of the Race Official Accreditation Program as approved by RCB and Racing Commission International (RCI), including all required examinations and a two-week course.
Comprehension and application of Horse Racing Appeal Panel (HRAP) decisions and policies.
Strong proficiency in Microsoft applications such as Word, Excel, Outlook, and Internet Explorer, with the ability to quickly learn AGCO-specific software.
Political acuity to interact with all stakeholders, including experience with stakeholder consulting and collaboration.
Ability to engage effectively with diverse stakeholders, demonstrating professional judgment, collaboration, and consultative skills.
A willingness to travel and work variable hours (including nights, weekends, and statutory holidays).
A valid driver’s licence with an acceptable driving record.
The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
