SUMMARY OF DUTIES
Reporting to the Manager, Public Art and Placemaking, the Project Manager is responsible for researching, developing, and implementing projects for sectional initiatives related to policy development, continuous improvement, service delivery, and related projects for the Public Art and Placemaking section of the Tourism and Culture Division. The Project Manager will lead, co-ordinate and manage the development of a variety of public art and placemaking programs and projects including temporary art installations, community art, and animation programming that enrich and enliven public spaces for residents and visitors.
Using principles of Project Management, the Project Manager is accountable for ensuring that assigned projects are delivered with consideration to the identification of project scope, schedule, cost and the management of associated risks. The Project Manager provides leadership, guidance, technical competence, innovative problem solving, and achieves results through effective teamwork.
The Project Manager uses a “best practices” approach in seeking new methods, industry knowledge, research and analysis to support the operations of the Public Art and Placemaking section. The Project Manager will lead community consultation initiatives related to projects.
The Project Manager investigates and recommends innovative/creative policies and business processes for the Public Art and Placemaking section.
GENERAL DUTIES
Manages specific projects, programs and investigative assignments related to the implementation of Public Art and Placemaking strategies and initiatives such as the Public Art Master Plan, various Calls for Artists, Art along the Light Rail Transit corridor, and other related strategic priorities related to the growth of Public Art and Placemaking in the City of Hamilton.
Defines and documents project requirements and develops project charters that include scope, deliverables, timelines, resource requirements, and project risks. Projects to include comprehensive engagement, communication and the development of marketing plans, including the use of social media channels. Confirms and secures funding and commitment from the project sponsor, stakeholders and project team members.
Demonstrates leadership, collaboration and negotiation skills required to work with internal and external invested partners, elected officials, artists, adjudication panels as well as sector professionals to develop and implement projects. Resolves conflicts and concerns using good judgement to meet the needs and desires of interested parties while ensuring projects are completed.
Promotes teamwork and provides direction to cross-functional teams, provides clearly defined goals and objectives, provides advice to staff on project issues and problem resolution.
Works well both independently, showing good judgement and initiative, and as part of a team. Demonstrates effective organizational skills with a proven ability to provide top quality results with short notice in an everchanging environment. Negotiates with vendors and contractors for supply of services.
Reports regularly on the status of projects, milestone achievements, fiscal status, change and risk management. Prepares recommendations and outlines preferred course of action.
Administers and monitors the budget for projects in accordance with established Corporate and Divisional procedures, ensuring that project expenditures are within budgeted levels.
Prepares reports and correspondence and makes presentations to senior management, Council standing committees and the general public as required. Conducts project evaluations. Evaluates project success and submits process improvement recommendations to leaders.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Performs other duties as assigned which are directly related to the responsibilities of the position.
QUALIFICATIONS
Bachelor’s degree in Cultural Studies, Business, Economic Development, Arts Administration or a related discipline pertinent to job functions combined with progressive relevant business, sector or government experience in positions of similar responsibility.
Demonstrated skill in managing arts projects and financial management. Experience in program development, program improvement and operational management specific to the cultural sector would be considered an asset.
Relevant supervisory responsibility and experience in developing and leading culture and public art initiatives, preferably within a municipal setting.
Demonstrated ability to deal effectively and collaboratively with elected officials, business, cultural sector and community stakeholders, management, peers, and the public.
Demonstrated ability to integrate access, equity and diversity approaches into project planning, consultation processes and content development.
Thorough knowledge of project management principles and practices, quality assurance and continuous improvement methodologies.
An effective communicator, both orally and written, honed through practical experience.
Highly developed ability to articulate and action a vision and to lead and inspire others.
Excellent organizational, time management and multi-tasking skills.
Strong working knowledge of process and performance measures and methodologies.
A high level of personal integrity and motivation, the ability to manage multiple projects, and excellent written and verbal communication skills are required.
Strong computer skills. Must possess thorough knowledge of the current suite of Microsoft productivity tools, including PowerPoint, Excel and Word.
Must be able to work evenings and weekends as required.
