Post End Date: July 1, 2025 at 11:59 PM This job advertisement is to fill an existing vacancy in the Administrative Professional (Employee Group) About the Role: Reporting to the Director, Capital & Financial Management, the Project Manager, Facilities Management is responsible for managing and administering the full project lifecycle for capital works projects including project initiation, planning, execution, monitoring, controlling, and closing. The Project Manager, Facilities Management will: Develop business cases and analyze potential capital projects; Define project requirements, develop project scope, project charter, work breakdown structure, chair scoping meetings, and prepare Terms of Reference; Develop the master project schedule by sequencing and integrating all tasks and identifying key milestones; Plan and manage project resources and schedule throughout project including organizing and coordinating professional service providers and contractors, and assign work, provide direction and oversight to staff, consultants and contractors; Prepare design criteria and contract specifications for in-house projects; Manage contract administration and inspection during the construction phase of the project, ensuring compliance with contract specifications; Estimate resource costs, develop and administer project budget; Ensure goods and services are procured in accordance with applicable policies and procedures, authorizing expenditures when permitted; Lead communication efforts with project team and engage partners throughout project lifecycle, soliciting project feedback and resolving conflicts as they arise; Provide input into the development and refinement of PMO standards, manuals, and procedures. Key Skills and Experience: Bachelor’s degree or college diploma in a related discipline and experience managing capital projects; Knowledge of project lifecycle including conceptual design, predesign, detailed design, consultation, tendering, contract award, construction, etc.; Solid knowledge of construction methods, materials and processes, building systems; Skilled in application of project management principles, Project Management Body of Knowledge (PMBOK) processes, and LEAN project delivery; Knowledge of contract tendering and award procedures; Knowledge of legislated requirements such as the Ontario Building Code, Occupational Health and Safety Act, Construction Act, construction and tender law; Knowledge of appropriate institutional building quality standards; Strong financial management and budget skills; Excellent written, oral and interpersonal communication skills; Ability to work effectively and collaboratively in a team-based environment; Demonstrated ability to influence clients, stakeholders and decision-makers to make effective and informed decisions in a timely manner; Ability to plan and manage capital projects and read technical plans and drawings; Strong analysis and problem-solving skills, diagnosing challenges and risks; Ability to manage resource requirements, deadlines, changes in scope, and to assess the impact to the project; Demonstrated experience finding innovative solutions to complex issues and problems, in a multi-partner environment; Ability to effectively and accurately interpret and administer financial components related to budgeting project costs. Preferred or Asset Skills: Knowledge of post-secondary facilities, their design, use, and appropriate appearance standards; Project Management Professional (PMP) certification.
